Request for Proposals (RFP) for the Crisis Response Program

The City of San José Housing Department is pleased to announce a Request for Proposals (RFP) for the Crisis Response Program intended to meet two important objectives.  The first objective of the Crisis Response Program is the operation of Overnight Warming Locations (OWL), providing shelter for San José ’s unhoused population during periods of inclement weather.  The second objective is the operation of a Motel Voucher Program serving vulnerable populations. This Program is designed to ensure vulnerable populations (e.g. older adults, victims of domestic violence) experiencing homelessness have adequate shelter with the goal to attain permanent housing. These services will include but not be limited to: coordination and placement in a motel room for each client, case management, housing locator services and linkage to appropriate community resources based on the clients’ specific needs.

The application is available on WebGrants. Completed proposals are due Wednesday, October 10, 2018.

Housing Department staff are conducting an RFP Workshop to assist all RFP respondents to review the applicable requirements.  Workshop attendance is strongly encouraged for all RFP respondents.  Please contact mark.gerhardt@sanjoseca.gov with questions about this funding opportunity.
