[ARCHIVED] Notice of Availability for Public Comment Period: Charcot Avenue Extension Draft EIR

NOTICE OF AVAILABILITY OF 
A DRAFT ENVIRONMENTAL IMPACT REPORT (EIR)
AND PUBLIC COMMENT PERIOD

A Draft Environmental Impact Report (DEIR) for the Charcot Avenue Extension is available for review.

Project Description: The City of San José proposes to extend Charcot Avenue from its eastern boundary at Paragon Drive, over Interstate 880 (I-880), to Oakland Road in the North San José Area Development Policy. The proposed two-lane extension is approximately 0.6-mile-long and includes an overcrossing of O’Toole Avenue and I-880 that would be approximately 720 feet in length. Sidewalks and Class IV bikeways are proposed along the extension. In addition, the proposed project includes intersection modifications at Charcot Avenue/Paragon Drive, Charcot Avenue/O’Toole Avenue, Charcot Avenue/Silk Wood Lane, and Charcot Avenue/Oakland Road. The project would require the installation of retaining walls and relocation of existing utilities as necessary, require additional right-of-way from several parcels and easement located along the proposed alignment.
Location: The 0.6-mile-long project site is in North San José east of existing Charcot Avenue extending to Oakland Road.

The proposed project will have potentially significant environmental effects on aesthetics, biological resources, cultural resources, hazardous materials, noise and cumulative noise, and recreation. The California Environmental Quality Act (CEQA) requires this notice to disclose whether any listed toxic sites are present at the project location. The project site is not listed on any toxic sites databases.

The public review period for this Draft EIR begins on August 27, 2019 and ends on October 10, 2019. Written comments must be received at the Planning Department by 5:00 p.m. on October 10, 2019 to be addressed as part of the formal EIR review process.

Following the close of the public review period, the Director of Planning, Building, and Code Enforcement will prepare a Final Environmental Impact Report that will include responses to comments received during the review period. At least ten days prior to the public hearing on the EIR, the City's responses to comments received during the public review period will be available for review and will be sent to those who have commented in writing on the EIR during the public review period.
