police Lt. Jeff Smith said, officers have been tracking residents' complain=

of speeding and comparing it to data on car crashes across the city. For
several months, police have targeted patrols in 18 areas with the highest
collision rates, including the intersections of Almaden Expressway and <st1=

w:st=3D"on"><st1:address w:st=3D"on">Blossom Hill Road</st1:address></st1:S=
treet>, <st1:Street
w:st=3D"on"><st1:address w:st=3D"on">Branham Lane</st1:address></st1:Street=

Pierluigi Oliverio</b> and others, city workers have conducted 10 public
meetings throughout the city since July 2007 to gather residents' input on
slowing traffic. An update to the city's 2001 traffic-calming policy had be=
en
planned, but Oliverio took on the meetings in part because of a July 23 cra=
sh
on <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Graystone Lane</st1:add=
ress></st1:Street>
in <st1:place w:st=3D"on"><st1:PlaceName w:st=3D"on">Almaden</st1:PlaceName=
> <st1:PlaceType
 w:st=3D"on">Valley</st1:PlaceType></st1:place> that claimed the lives of t=
wo
teens in a speeding car and two pedestrians. <o:p></o:p></span></p>

 w:st=3D"on">San Jose</st1:place></st1:City> officials said injury crash ra=
tes
have fallen in the city since 1990, with a rate of three injury crashes per
1,000 people in the city in 2007. <o:p></o:p></span></p>

meetings said they wanted more traffic-calming devices, such as speed bumps,
installed in neighborhoods. City officials said workers have installed road
features such as traffic circles and speed bumps in more than 30 neighborho=
ods
since 2001, but that only covered roughly 2 percent of neighborhoods that w=
ant
them. <o:p></o:p></span></p>

speed bumps in every neighborhood, and the devices may not be the best opti=

because they impede emergency vehicles, damage garbage trucks and school bu=

Environment Committee, said that residents perceive an inconsistent policy =

speed bumps in the city, and people don't understand why some neighborhoods

traffic-calming devices when its average speed, traffic volume or number of
crashes is at least 10 percent above the city average. City leaders are
considering lowering the 10 percent threshold and looking at factors such as
