POLICE PROPERTY SUPERVISOR (1524)
CLASS PURPOSE
Under direction, performs work of moderate to considerable difficulty
managing and supervising the Property and Supply units
of the Police
Department in the receipt, storage, safeguarding, disposal, inventory control
and issuance of a wide variety of evidence,
narcotics,
police
equipment,
supplies, and property. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Plans, prepares, and administers the budget for the Property and Supply
units. Provides budget justifications and consults
with other
division
and
bureau chiefs to anticipate needs in staffing, equipment, and supplies.
- Selects, assigns, trains, motivates, evaluates, recognizes and disciplines
employees in evidence control, narcotics processing, photo,
inventory
control, and central supply in several separate locations.
- Reports division activities, problems, highlights, and evidence case flow
orally and in writing to department management,
including
the Management
Report to the Chief.
- Supervise the ordering of all Department issued equipment that has been
identified in the Uniform and Equipment Specifications
Manual, the
maintaining of
an
inventory of that equipment, and the receiving inspection of the
equipment to assure
that it needs specifications.
- Supervises the daily issue, receipt, storage and inventory control of
officers' safety equipment. Directs replacement and cost
recovery of
equipment which is lost, stolen, or damaged by officers.
- Directs the receipt, storage, processing, control, and destruction of
illicit narcotics within the parameters established by
Chief
Officers.
- Directs the receipt, storage, safeguarding and disposal of all evidence
and property (both found and committed to the
department for
safekeeping),
to
protect the chain of evidence and ensure that property is returned to
owners
in the exact condition in which it
was
received to avoid claims against the
City.
- Analyzes appropriate state and local codes and ordinances and establishes
or revises policies and procedures to insure the
legal
release/disposal/destruction of property. Trains employees in following the procedures and
establishes control mechanisms to
insure
that the procedures are followed to
minimize the City's liability exposure.
- Supervises taking of department annual inventory and accounting for
inventory changes during the year.
- Prepares applications for appropriate hazardous materials permits.
TYPICAL END RESULTS INCLUDE:
Sufficient daily-issue officer equipment to cover each shift. Sufficient
long-term-issue officer equipment to equip each new hire. All
evidence
properly identified and available in same condition as received for
introduction in court when needed and with adequate
documentation to
establish the chain of evidence. All property properly identified and returned
to
owners in same condition as
received.
Backlog of property and evidence which
should be released maintained at lowest possible level.
DISTINGUISHING CHARACTERISTICS
This is a single position class reporting to the Command Officer in charge
of
Property, Evidence Division. It differs from the Senior
Police Property
Specialist who supervises employees of the property room and warehouses in
that it supervises that position and has
broader functional responsibilities.
This position has full supervisory responsibility for the central supply,
police property, photo, and inventory control units.
QUALIFICATIONS
Minimum Knowledges, Skills, and Abilities
Knowledge of supervisory methods, principles and practices; report writing
techniques and the principles of editing; basic
statistical
methods;
general
research techniques and their application; all types of property and
their
identification, especially firearms; illegal
and contraband property;
safety
practices and procedures to be observed in the handling of hazardous
materials and in storeroom work;
and specialized evidence handling techniques.
Ability to express oneself clearly and concisely, both orally and
in
writing, and to edit written material; collect, compile, analyze
and
interpret data; understand, interpret and apply instructions, rules, and regulations;
and establish cooperative and effective working relationships with others.
Competency Knowledges, Skills and Abilities
Knowledge of California Penal, Civil, Vehicle, Government, Evidence,
Health and Safety, Business and Professions Codes, City
ordinances, and
federal laws pertaining to firearms; and budgetary principles and practices.
Ability to prioritize tasks and efficiently use resources; plan, organize
and direct the receipt, storage, safeguarding, disposal,
distribution
and
record keeping for a large variety of police equipment, evidence and
narcotics; prepare and manage division budget; react
quickly and calmly
in
pressing situations; analyze situations
and recommend sound corrective
action, often under stressful conditions; and
establish and maintain effective public
relationships with the public, subordinates and superiors.
TRAINING AND EXPERIENCE
Any combination of training and experience equivalent to completion of
high school and three (3) years of lead or supervisory
responsibility
in a
police property and evidence function.
LICENSES/CERTIFICATES
Valid California driver's license.
Mace and tear gas certification.
