Building Management Adminsitrator (3228)
CLASS PURPOSE
Under general direction, performs work of considerable difficulty in planning, organizing and directing a comprehensive building management program on a Citywide basis. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Insures maximum effectiveness of functions through subordinate supervisory personnel, with emphasis on systems and procedures involved.
Prepares and controls the execution of the building management budget.
Plans, organizes and directs a comprehensive building management program on a Citywide basis.
Directs the preparation of work orders and estimates of staff and materials required for projects.
Maintains and coordinates effective working relationships with staff in other departments.
Directs and controls an effective preventive maintenance program for all mechanical equipment.
Prepares and controls annual operating budget, expenditure projections and prepares reports as required to effectively monitor expenditures throughout the year.
Directs the contract administration and inspection unit for custodial services and building maintenance and repair activities.
Directs the study of organization, operations and services and determines recommendations to effect improvements in economy, efficiency, quality of organization, operations and services.
Plans, directs and reviews staff assignments and work; makes recommendations regarding important personnel actions such as hiring, promotion, demotion, discipline, separation and other matters.
Ensures that fire alarm teletype components and police call boxes are maintained on a scheduled basis.
Ensures that electrical systems in buildings, parks and lighted sports fields are inspected, maintained and modified.
Typical End Results Include: Ensuring the efficient management, direction and coordination of building maintenance service by planning and directing work; directs the establishment and continued provision of preventive maintenance on mechanical equipment on an appropriately scheduled basis to prevent equipment failure; directs work scheduling and coordination of various trades to improve cost effectiveness.
DISTINGUISHING CHARACTERISTICS
The Building Management Administrator is a single position class reporting to the Assistant Director of General Services and is responsible for directing the management of a building maintenance, repair and modification program to City-owned buildings.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of the principles of organization, administrative and public finance.
Knowledge of the principles of management and administration.
Ability to direct inspections and achieve compliance with contracts.
Ability to interpret and enforce applicable laws and ordinances.
Ability to direct and evaluate subordinate personnel.
Ability to review and prepare correspondence and complete written reports.
Ability to compile, organize and summarize statistical, economic and highly technical data.
Competency Knowledges, Skills and Abilities
Knowledge of the principles and practices of facility management.
Knowledge of the principles and practices of supervision.
Knowledge of the principles and practices of planning and programming in the City of San Jose.
Knowledge of the organization, functions and processes of various City of San Jose departments.
Ability to quickly identify the key issues related to a decision and recommendations.
Ability to understand all facets of local government.
Ability to make difficult and complex decisions and to develop consensus.
Ability to perform under high levels of stress and with constant time limitations.
Ability to delegate effectively and encourage development of key staff throughout the organization.
Ability to prepare budget recommendations.
Education
Any combination of training and experience equivalent to a Baccalaureate Degree from an accredited college or university
Experience
Seven (7) years management or supervisory experience.
Licenses/Certificates
Possession of a valid California driver's license may be required.
As a condition of employment, incumbents may be required to use their personal vehicles in the performance of job duties.
