HOUSING POLICY AND PLANNING ADMINISTRATOR (3988)
CLASS PURPOSE
Under general direction, performs work of considerable difficulty in the
coordination and administration of planning, programming, policy development and program evaluation support services for the Department of Housing.
Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Directs short and long range housing program planning for all Department of Housing programs, including the Housing Plan and Full Year Implementation Strategy.
Prepares the City's Housing Assistance Plan in collaboration with the Planning Department.
Provides staff support services to Citizen Advisory Bodies regarding housing policy matters and departmental procedures.
Develops and revises departmental procedures in coordination with other divisions/departments with regard to solicitation of proposals for departmental funding and land offerings; analyses of project and homeowner loan applications; loan documentations; loan servicing and mortgage lender risk management, including development of monitoring procedures.
Directs departmental program evaluations and the development of program changes.
Monitors compliance of developers with provisions of tax exempt bonds, low income housing tax credits, and non-fiscal provisions of developer agreements.
Submits proposals for obtaining housing funds from Federal, State and private organizations.
Develops requests for proposals from developers seeking to obtain City loan funds or land for development of low and moderate income housing.
Reviews proposed Federal and State legislations affecting housing issues and programs in San Jose.
Develops and maintains liaison with Federal, State and other local agencies, for profit or non-profit corporations, private foundations, housing industry and professional groups in order to achieve greater City effectiveness and recognition in housing.
Evaluates division staff work and provides for appropriate staff development and discipline.
Typical End Results Include: Ensures the securing of capital funds and monies from Federal, State and private funding sources. Ensures the development of departmental procedures to simplify and maximize housing development processes and to provide compliance criteria with Federal, State housing, laws and the IRS codes. Ensures that various citizen housing task forces have adequate technical staff support services available for effective decision-making purposes. Ensures the proper review of Federal and State legislation evaluating their impacts upon the City's total housing programs and plans with the intent of influencing legislation to positively impact on San Jose housing programs. Ensures the monitoring of housing program operations for efficiency and effectiveness.
DISTINGUISHING CHARACTERISTICS
This single position classification reports directly to the Director of
Housing and is responsible for coordinating the development of housing policy and procedures and the securing of capital funds from outside sources. All
other positions in the Division are supervised directly or indirectly by this position and each is delegated part of the total functions for which this
position is available.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of the principles and practices of housing, development and redevelopment activities.
Knowledge of the principles and practices of public administration.
Knowledge of the basic municipal administration process, including programming municipal services, budget preparation and control, planning, organization, and communication of complex governmental projects.
Knowledge of basic research and analysis methodology and techniques.
Knowledge of modern office management methods.
Ability to supervise development of technical reports on complex housing and development issues.
Ability to plan and coordinate the tabulation and analysis of data.
Ability to interpret and evaluate research and statistical data.
Ability to communicate effectively, both orally and in writing.
Ability to develop and maintain good working relationships with private and public agencies.
Competency Knowledges, Skills and Abilities
Knowledge of Federal, State and municipal laws relating to housing development and redevelopment.
Knowledge of the operations of the City's development process.
Knowledge of the City's budget and accounting system.
Ability to coordinate projects in order to secure compliance of City departments, State and Federal agencies.
Ability to effectively supervise staff.
Training And Experience
Any combination of training and experience equivalent to completion of
advanced undergraduate course work from an accredited college or university in architecture, planning, public or business administration or related field and
five (5) years of professional analytic or administrative experience which includes at least two (2) years of progressively responsible experience in
housing, development, or redevelopment.
Licenses/Certificates
Possession of a valid State of California driver's license.
