Valid
California driver’s license
Ability
to obtain an Environmental Compliance Inspector I Certification or Hazardous
Materials Inspection Certification may be required.
Minimum
Knowledge, Skills and Abilities (position
requirements at entry and depending on area of assignment):
Knowledge
of business English, spelling, grammar, and basic report writing.
Ability
to read and interpret applicable ordinances, codes, laws, rules, and
regulations.
Knowledge
of basic chemistry and mathematical principles.
Knowledge
of laboratory analysis techniques and research methodologies.
Ability
to use computers and applicable software.

Communication,
interpersonal skills as applied to interaction with coworkers, supervisor,

TYPICAL CLASS ESSENTIAL DUTIES: (These duties and estimated frequency are a representative sample; position assignments may vary depending on the business needs of the department.) Duties may include, but are not limited to, the following: |

Inspects industrial, commercial, residential, and institutional facilities for compliance with federal, state and local codes and regulations including: determining applicable regulations; determining the frequency of inspections; and reviewing compliance with permit conditions. |

2.

Reviews plans and conducts inspections for specific projects including: determining if new construction meets the code requirements; overseeing initial inspection of possible contamination; and, determining if building construction is according to plans. |

Receives, reviews, issues and establishes conditions of permits to include: determining EPA category for proper issuance of permits; determining appropriateness of submittals; and, determining short and long term permit compliance. |

Analyzes and interprets laboratory data from wastewater and stormwater source including: determining monitoring priorities; choosing sampling methodologies and pollutant parameters; developing site maps; and, preparing summaries of findings. |

Interprets and enforces regulations by determining severity of enforcement violations and reviewing data to assess violations. |

Provides education on program policies and regulations to include giving presentations and developing and distributing technical materials. |

Participates in developing and implementing policies, procedures and technical protocol to include: determining level and format for policy implementation; reviewing existing policies; and, determining customers and other stakeholders involved. |

Investigates complaints regarding compliance by listening to complaints, visiting sites, evaluating violations, and determining compliance issues. |

Prepares enforcement cases for the City and District Attorneys including preparing analytical data and reports and interpreting and analyzing data, laws, rules and regulations. |

Field
test for water and wastewater to determine compliance with local, State
and Federal requirements and appropriateness for discharge. |

Prepares
a variety of technical and regulatory reports. |
