Under direction, performs work of considerable difficulty in targeted neighborhoods acting as a liaison for the City by working closely with the community, schools, community organizations, and public and private agencies in supporting and developing those activities and programs related to the City's Project Crackdown and associated activities. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

• Identifies, evaluates, and analyzes the needs of a targeted community area through meetings with community members, parents, youth, and servicing agencies.
• Conducts surveys and needs assessments; analyzes the information to assist in developing anti-drug, crime prevention, and other programs to meet the needs and interests of the neighborhoods served on a continuing basis.
• Attempts to resolve neighborhood disputes, grievances, and other related social problems and takes appropriate action.
• Identifies and provides information and referral for needed resources and services in assigned targeted areas.
• Initiates, develops, and maintains effective working relationships with schools, agencies, businesses, and community groups. 
• Develops programs that are designed to encourage co-sponsorship of activities.
• Supervises employees through training, assigning, and monitoring work.
• Recommends employment, retention, promotion, and demotion, and completes performance evaluations.
• Coordinates agencies and service providers’ program activities, keeping them informed and actively involved in program formulation.
• Monitors projects' budgets and assumes responsibility for setting priorities to meet the needs of the targeted area.
• Develops and coordinates a volunteer community program in conjunction with community activities.
• May supervise neighborhood service centers.

Incumbents in this classification work directly with targeted communities to assist them in developing anti-drug programs and crime prevention programs and ensuring a safe environment through community involvement. This classification differs from the Recreation Superintendent classification in scope and responsibility and the former is supervised by the latter.

• Knowledge of principles of counseling and guidance.
• Knowledge of principles and practices of supervision.

• Knowledge of principles and practices of business or public administration.
• Ability to analyze various types of community relations problems and make recommendations for alleviation.
• Ability to relate to individuals of all socioeconomic levels across cultural lines.
• Ability to make effective presentations to individuals and groups.
• Ability to communicate effectively both orally and in writing.

• Knowledge of City policy and administrative procedures.
• Knowledge of the availability of social services from State, local, and Federal agencies as they pertain to housing, medical aid, and counseling services.
• Ability to supervise various community programs.

Completion of two (2) years of course work at an accredited college or university, including courses in social science.

Three years of experience in work concerned with the improvement of inter-group relations, delinquency prevention, community welfare, social development, or community relations programs.

Possession of a valid driver's license authorizing operation of a motor vehicle in the State of California.
