DIRECTOR OF CONVENTIONS, ARTS & ENTERTAINMENT (U) (6344)
CLASS PURPOSE
Under general direction, an incumbent performs work of unusual difficulty planning and directing all operations and functions of the Department of Conventions, Arts & Entertainment. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Plans and directs the operations and functions of the Department of Conventions, Arts & Entertainment.
- Promotes and develops the use of facilities by community, commercial, cultural, arts, entertainment, sporting and convention groups and interests.
- Oversees the Office of Cultural Affairs. Staffs the Fine Arts Commission. Oversees facility planning, arts programs, downtown promotions and special events.
- Develops and presents data and proposals to City Council.
- Oversees the development of marketing programs for the department. Promotes San Jose as a national convention destination and a regional arts center.
- Solicits exhibit and trade shows and finalizes schedules, fees and miscellaneous requirements.
- Sets contractual policies for cultural and entertainment events. Prepares and presents budget.
- Assigns, schedules, trains and evaluates assigned staff.
- Reviews and evaluates contract parking, concessions and food service operations.
- Directs the study of organization, operations and services and passes judgment on merit of recommendations intended to effect improvements in economy, efficiency, quality of organization, operations and services.
- Provides input and participates in the redevelopment of the downtown area of San Jose.
- Negotiates and oversees the City contract with the Convention and Visitors Bureau.
- Promotes San Jose as an entertainment market on a state, regional and national level.
- Prepares analyses and reports on new public assembly facilities for San Jose and/or modifications needed for existing facilities.
- Prepares and presents policy issue recommendations to the City Manager's Office, Housing, Community Services Committee and City Council.
- Coordinates with other City departments, and the Redevelopment Agency on programs and capital projects.
- Responsible for management of regional parks.
- Negotiates major contracts, such as golf course, Raging Waters, food services.
- Oversee capital project/planning for Convention and Cultural Facilities and regional parks.
- Oversee capital renovation, implementation for Convention and Cultural Facilities and regional parks.
Typical End Results Include: The entertainment and cultural needs of the community are met; the convention and cultural center is developed into a major convention and tradeshow activity center. The use of existing facilities is increased; successful promotional campaigns are developed; qualified and competent staff are provided; a cost effective operation is maintained; effective operating procedures are developed; the impact on the City's economy from the Department's activity is maximized.
DISTINGUISHING CHARACTERISTICS
The incumbent of this single position class provides overall guidance and direction to all operations and activities associated with the Conventions, Arts & Entertainment Department. Supervision is exercised over subordinate managerial staff who execute directives. Incumbent works with a high degree of independent judgment. Direction is received from the City Manager.
QUALIFICATIONS
Minimum Knowledge, Skills and Abilities
- Knowledge of Arts programs and management techniques.
- Knowledge of modern public assembly building design and equipment.
- Knowledge of the promotion, management, operation and maintenance of multiple facilities such as exhibit halls, performing arts theaters and auditoriums.
- Knowledge of lessee needs for cultural, sporting, convention and entertainment events, shows, pageants, and a familiarity with groups interested in utilizing facilities for such activities.
- Knowledge of large scale ticket selling procedures and of publicity methods and media.
- Knowledge of building safety regulations and public building maintenance.
- Knowledge of business administrative and budgeting techniques.
- Ability to promote and manage all operations of a major convention and cultural center.
- Ability to negotiate and administer contractual agreements.
- Ability to supervise personnel.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective relationships with diverse community groups, public officials and others.
Competency Knowledge, Skills and Abilities
Ability to meet and deal successfully with the Arts and Parks and Recreation Commissions, professional meeting planners, show managers, booking agents, performing and visual artists, community organizations, local organizations such as the Chamber of Commerce and non-profit groups, and the public.
Training And Experience
Any combination of training and experience equivalent to successful completion of a Bachelor's degree from an accredited college or university in business administration or related field, and ten (10) years of business managerial experience, including at least four (4) years of management experience at a large multi-purpose cultural, convention or entertainment complex, including major arts programs and maintenance of large regional parks.
