Bay Area Climate Change Compact
On March 6, 2009, Mayor Reed joined San Francisco Mayor Gavin Newsom and Oakland Mayor Ron Dellums in signing the Bay Area Climate Change Compact (BACCC), an agreement between the Bay Area’s three largest cities to achieve regional resilience against climate change.
The compact aligns the local leaders’ individual environmental initiatives, including Mayor Reed’s Green Vision, into one regional, comprehensive approach to effectively reduce greenhouse gas emissions. Through the Compact, the Mayors pledged to 10 Action Area Goals:
Establish a standard for green building and rooftop solar practices by the end of 2010;
Incentivize and encourage changes in transportation patterns to reduce 2008 gasoline consumption 3 percent by the end of 2013, and 8 percent by the end of 2018;
Increase the use of renewable sources for electrical energy by 30 percent from 2008 by the end of 2013, and by 50 percent by the end of 2018;
Reduce electrical energy usage in buildings by an average of 10 percent by the end of 2013 and by 15 percent by the end of 2018;
Increase the available “clean and green workforce” course/trainings by the end of 2013, and help 20,000 trainees and graduates acquire jobs by the end of 2013;
Decrease community water consumption by 15 percent by the end of 2013 and 20 percent by the end of 2018 and increase water recycling rates by 10 percent by the end of 2013 and 15 percent by the end of 2018;
Develop and adopt climate adaptation plans by the end of 2013 to increase resiliency to the impacts of climate change;
Implement a universal, ongoing region-wide public information campaign by the end of 2010 to reduce greenhouse gas emissions and increase community resiliency;
Decrease solid waste in landfills to 75 percent by the end of 2013, and achieve zero waste by the end of 2020; and
Increase the number of zero emission and other ultra-low emission light duty vehicles to 10 percent of municipal fleets by the end of 2013, and to 25 percent by the end of 2018.
Since signing the compact, the Mayors have engaged various other local agencies to pursue the Compact’s goals, including the cities of Saratoga, Santa Clara County and Mountain View; the Joint Policy Committee, the Environmental Defense Fund, the Bay Area Council, Joint Venture Silicon Valley, Sustainable Silicon Valley and the Silicon Valley Leadership Group.
