The City of San José has a Council-Manager form of government, which is composed of the Mayor, Council Members, and the City Manager. The Mayor and ten Council Members are elected by the residents of San José. A nonpartisan City Manager serves at the pleasure of the Mayor and Council to implement municipal policy and supervise city government operations. All the power and authority to set policy for the city still rests with the elected leaders, but with a professional manager running the organization.
Council-Manager government benefits the community by allowing the elected officials to focus on policy planning and development while the day-to-day operations of the community are overseen by the Manager. The City Manager is responsible for carrying out the policies established by the elected governing body in an effective and efficient way.
