The City of San José has seen unprecedented growth in recent years. In order to invest in and bring our public facilities up to the standards that one would expect in the tenth-largest city in the country, the City is increasing and updating its infrastructure through an expansion of its Capital Improvement Program, or CIP. This large investment in our public safety facilities, community centers, libraries, parks, transportation infrastructure, aviation services, and other facilities has become what is known as "
The Decade of Investment."

The CIP consists of over 500 projects and programs valued at $1.9 billion. As the size and scope of the CIP has grown, so has the need for City staff to deliver on this multitude of projects. The City Manager created the CIP Action Team (CIPAT) in March 2002 with the specific goal of monitoring and improving the way we deliver these capital projects.

The CIPAT consists of five team members who are charged with:

  • Assisting City Service Areas (CSAs) with project challenges and removing barriers to project delivery through process improvements;
  • Tracking all CIP projects to ensure the City is meeting its quality, on-time, and on-budget goals;
  • Providing a one-stop information resource to the Mayor, City Council, City staff and the public.

The team works closely with each City Service Area to ensure the City is meeting its project delivery commitments to the community and its performance goals with a CSA-based approach to project delivery. The team also works closely with City departments to help bring existing processes into alignment, eliminate redundant efforts and increase efficiency.
