   The Hiring Complaint Process

WHAT IS A COMPLAINT?

A complaint is 1) an issue or action that would disadvantage/disqualify someone in the recruitment/hiring process or a 2) dispute regarding the interpretation of a hiring policy or rule.

WHO MAY FILE A COMPLAINT?

Any employee or applicant for employment who believes he or she has been treated unfairly in a recruitment/hiring process.

WHEN MAY A COMPLAINT BE FILED?

Human Resources will accept complaints at any time but the resolution may depend on how much time has elapsed in the process. A complaint should be submitted immediately after the disputed action.

WHERE MAY A COMPLAINT BE FILED?

A complaint can be made by phone, mail, or in person to:

HOW IS A COMPLAINT FILED?

A complaint may be filed by contacting the Human Resources Department by phone or in person. The Employee Services Recruiter responsible for the particular recruitment will be assigned to research the complaint. Complaints may also be initiated by contacting the Department Liaison or a Union Representative who will be responsible for notifying HR within two (2) business days.

WHAT IS THE COMPLAINT PROCESS?

Regardless of where the complaint is initiated, the Human Resources Department will research the complaint if a resolution is not made at the department level. Typically, the HR Recruiter will acknowledge receipt of the complaint within 5 business days and provide an approximate timeframe for a decision. The HR Recruiter will gather information about recruitment and/or hiring process from the Department Liaison and/or others involved. Once the investigation is completed the HR Recruiter will notify the complainant of the findings by mail.

WHAT IF THE COMPLAINANT WANTS TO APPEAL HUMAN RESOURCES DECISION?

Complainants can choose to appeal to the Civil Service Commission.
