CIVIC PLAZA
8a PUBLIC HEARINGS by the City Council
and Agency Board:
(1) Approval of an ordinance by the City Council adopting the Second Amendment to the Civic Plaza Redevelopment Plan to remove tax increment collection within the Project Area and making certain findings; and
(2)
Adoption of a resolution
by the Agency Board approving the Amended Civic Plaza Redevelopment Area
Five-Year Implementation Plan.
Documents Filed: Memorandum from Executive Director Susan F. Shick and City Manager Del Borgsdorf, dated December 7, 1999, recommending Council and the Redevelopment Agency Board adopt said ordinance and resolutions.
Discussion/Action: Mayor Gonzales opened the joint public hearings to consider amendments to the Civic Plaza Redevelopment Plans. William J. Garbett spoke against the proposed action. Upon motion by Vice Mayor Fiscalini, seconded by Council Member Powers and unanimously carried, the public hearings were closed and Ordinance No. 25998, entitled: “An Ordinance of the City of San José Adopting the Second Amendment to the Civic Plaza Redevelopment Plan to Remove Tax Increment Collection Within the Project Area”, was passed for publication. Vote 10-0-1-0. Absent: Diaz.
8b Adoption of resolutions by the City Council and Agency Board granting relief to PAVEX Construction from its bid without forfeiture of bid bond due to mistake, and awarding a construction contract to Granite Construction, the lowest responsive bidder, in the amount of $1,160,778, for site remediation and construction of a temporary parking lot on Market Street between Viola and Balbach Streets, establishing a construction contingency in the amount of $200,000, and making certain determinations.
