MINUTES OF THE JOINT SAN JOSÉ CITY COUNCIL

AND REDEVELOPMENT AGENCY BOARD

 

SAN JOSE, CALIFORNIA                                                        TUESDAY, OCTOBER 31, 2000

 

The Council of the City of San Jose convened at 2:26 p.m. in Joint Session with the San José Redevelopment Agency Board.

 

               Present:      Council Members -  Chavez, Dando, Diaz, Diquisto, Fiscalini, LeZotte, Powers, Shirakawa, Jr.; Gonzales.

               Absent:       Council Members -  Woody. (excused).

               Vacant:       District 4.

 

GENERAL GOVERNMENT

 

8a           Adoption of resolutions:

               (1)        By the City Council and Agency Board approving the addition of $150,000 in Agency funding for the FY 2000-2001 Capital Budget Transportation Planning project in the Merged Area from the Capital Reserve; and,

               (2)        By the Agency Board amending the FY 2000-2001 Agency Appropriation Resolution to accept $150,000 from the City for transportation planning services; and

               (3)        By the Agency Board approving an agreement with Parsons Transportation Group, in the amount of $325,000, for transportation consulting services related to the Greater Downtown Development Strategy.

               Documents filed: (1) Memorandum from Mayor Ron Gonzales and Council Member Chavez, dated October 31, 2000, recommending Council approve said agreement with Parsons Transportation Group with direction for Staff to (a) Convene a Working Group to work with the Technical Advisory Committee (TAC) and the Consultants during the 6-month Study process; (b) Authorize the Mayor and Council Member Chavez to appoint the members of the Working Group, and (c) Bring the final recommendations before the Parking and Traffic Committee for their review prior to consideration by the City Council. (2) Memorandum from City Manager Del D. Borgsdorf and Redevelopment Executive Director Susan F. Shick, dated October 24, 2000, recommending the adoption of said resolutions.

 

               Discussion/Action: No action by the San José City Council was required on Item 8a(1). Board Member Chavez moved approval of the Staff recommendation dated October 24, 2000, with the recommendations in the memorandum she co-authored with Mayor Gonzales, dated October 31, 2000. Vice Chair Fiscalini seconded the motion. Board Member Dando stated she would like to see an outcome goal for the study to ensure the results are utilized constructively. She stated a vital part of good traffic circulation is the signage that is installed and suggested that the study include signage as one component of the study. By agreement of Board Member Chavez as maker of the motion and Vice Chair Fiscalini, who seconded the motion, Board Member Dando’s suggestion regarding signage and the request from Staff to add $25,000 to the agreement with Parsons Transportation Group to cover the additional services requested by Mayor Gonzales and Board Member Chavez were included in the motion on the floor. On a call for the question, the motion carried unanimously, and Redevelopment Agency Resolutions were adopted. Vote: 9-0-1-0-1. Absent: Woody. Vacant: District 4.

 

ADJOURNMENT

 

               The Joint San José City Council and Redevelopment Agency Board meeting was adjourned at 2:28 p.m.
