MINUTES OF THE CITY COUNCIL

The Council of the City of San Jose convened in Adjourned Regular Session to consider Items 8a in a joint meeting with the Redevelopment Agency Board at 3:25 p.m. in Council Chambers, City Hall.

 

               Present:      Council Members -  Chavez, Dando, Diquisto, Fiscalini, LeZotte, Powers, Matthews, Shirakawa, Jr., Woody; Gonzales.

 

               Absent:       Council Members -  Diaz (excused).

 

 

JOINT REDEVELOPMENT/CITY COUNCIL AGENDA ITEMS

 

8a           Adoption of resolutions by the City Council and Redevelopment Agency Board granting relief to PAVEX Construction from its bid without forfeiture of bid bond due to mistake, and awarding a construction contract to Granite Construction, the lowest responsive bidder, in the amount of $1,160,778, for site remediation and construction of a temporary parking lot on Market Street between Viola and Balbach Streets, establishing a construction contingency in the amount of $200,000, and making certain determinations.  (Deferred 6/29, et al. & 1/25/00, 8a) [MONTEREY CORRIDOR]

 

               Documents filed: Memorandum from Agency Executive Director Susan F. Shick, dated December 7, 1999, recommending the adoption of said resolutions.

 

               Discussion/Action: At Council Member Chavez’s request, Deputy Executive Director Harry Mavrogenes stated questions have been raised by the neighborhood regarding the operations of this temporary parking lot. He stated the hours of operations will be limited, there will be no entry after 10 p.m. from Sunday through Thursday and no entry after 11 p.m. on Fridays and Saturdays, and the lot will be operated out of the Streets and Traffic Department at rates the same as those of the Convention Center. He stated during the tent events a limited access driveway on Balbach will be used instead of the main access which is now on Market Street. He stated minor changes to accommodate the redesigned driveways and electrical outlets are expected to be under $10,000 each, and that the Planning Commission issued a Conditional Use Permit with numerous conditions which will have to be adhered to during the operation of the facility. Council Member Chavez stated she would like an opportunity to meet with the neighborhood sometime after the lot has been in operation for a year and requested the issue of the appropriate degree of security be reviewed at that time. Upon motion by Vice Mayor Fiscalini, seconded by Council Member Dando, and unanimously carried, Resolution No. 69369, entitled: “Resolution of the Council of the City of San José Making Certain Determinations for Site Remediation and Construction of a Temporary Parking Lot on Market Street Between Viola and Balbach Streets”, and Redevelopment Agency Resolution No. 4888, were adopted. Vote: 10-0-1-0. Absent: Diaz.
