The San José Redevelopment Agency convened at 1:46 p.m. in Joint Session with the Council of the City of San Jose.
Present: Council Members - Chavez, Diaz, Dando, Diquisto, Fiscalini, LeZotte, Powers, Shirakawa, Jr., Woody; Gonzales.
Absent: Council Members - None.
Vacant: District 4.
ORDERS OF THE DAY
Upon motion by Council Member Powers, seconded by Vice Mayor Fiscalini, and unanimously carried, the Orders of the Day and the Amended Agenda were approved. Vote: 10-0-0-0-1. Vacant: District 4.
GENERAL GOVERNMENT
8a Adoption of resolutions by the City Council and Agency Board approving procedures for the formation and election of the Project Area Committee for the proposed Strong Neighborhoods Initiative Redevelopment Project.
Documents filed: Memoranda from Redevelopment Executive Director Susan F. Shick, dated September 19, 2000, recommending adoption of said resolutions.
Discussion/Action: Responding to Council Members’ concerns about the process for ensuring equitable representation of all 19 neighborhoods on the Project Area Committee (PAC), Redevelopment Executive Director Susan Shick stated that under California law the majority of the fifty (50) members of the PAC are elected on an at-large basis from the entire area and the candidates campaign for the positions. She stated Agency Staff will work with Parks, Recreation and Neighborhood Services Director Mark Linder’s staff to attempt through outreach to achieve as much balance as possible. However, she stated an imbalance could exist based on the at-large nature of the elections; therefore, Staff is recommending fifteen members be representatives from community organizations and the process would be that 60 days after the elections statements of interest would be sent to neighborhood organizations and the results will come back to Council through the Rules Committee with the Staff’s recommendations on which organizations should be represented on the PAC. If imbalances still exist, she stated Council has discretion to increase the size of the PAC and add additional community representatives to rebalance, and other options also exist to ensure an equitable balance on the PAC. Council Member Chavez moved approval of the Staff recommendation to adopt the resolutions approving procedures for the formation and election of the Project Area Committee for the proposed Strong Neighborhood Initiative Redevelopment Project, with direction to Staff to (1) Conduct an evaluation of the current PAC relative to the adequacy of the tools and staff support made available to them; and (2) Report back to Council with the plan for community outreach to ensure maximum participation from all neighborhoods, to include keeping Council informed during the candidate filing period to enable Council Members to encourage community leaders from to run. Council Member Diaz seconded the motion. William J. Garbett spoke in opposition to the proposal. Robert Dollar-Brown, Project Area Committee member, expressed concern about the Committee having adequate time to review the proposal. On a call for the question, the motion carried unanimously, City Resolution No. 69898, entitled: “Resolution of the Council of the City of San José Approving Procedures for the Formation and Election of the Project Area Committee for the Proposed Strong Neighborhood Initiative Redevelopment Project”, and Redevelopment Agency No. 5009, were adopted. Vote: 10-0-0-0-1. Vacant: District 4.
