The Council of the City of San José convened
at 6:16 p.m. to hear Item 7.1 in a Joint Session with the Redevelopment Agency
Board in Council Chambers at City Hall.
Present: Council Members - Campos, Chavez, Chirco, Cortese, Dando, Gregory, LeZotte, Reed, Williams, Yeager; Gonzales.
Absent: Council Members - None.
JOINT REDEVELOMENT AGENCY/CITY COUNCIL ITEM
7.1 Approval of the Downtown Streetscape Master Plan, Downtown Street and Pedestrian Lighting Plan, and Downtown Signage Program.
Adoption of resolutions by the City Council and Agency Board.
(a) Approving the new Downtown Streetscape Master Plan, Downtown Street and Pedestrian Lighting Plan, Downtown Signage Program; and,
(b) Approving the revised lighting policy dealing with the recommendations of the Downtown Street and Pedestrian Lighting Plan.
(c) Direction to Staff to investigate establishing a Downtown Maintenance and Lighting Enhancement District; prepare proposed revisions to the sidewalk café ordinance; design a consolidated newspaper rack system for the Greater Downtown and propose revisions to the newspaper rack ordinance; design bus shelters in the Greater Downtown that complement and reinforce the design of the downtown light rail shelters and the other streetscape infrastructure.

Documents Filed: Memorandum from City Manager Del Borgsdorf, and Redevelopment Agency Executive Director Susan Shick, dated September 16, 2003, recommending, (1) Approval of the new Downtown Streetscape Master Plan, Downtown Street and Pedestrian Lighting Plan, and the Downtown Signage Program; (2) Approval of the proposed revised lighting policy dealing with the recommendations of the Downtown Street and Pedestrian Lighting Plan; (3) Direction to Staff to investigate establishing a Downtown Maintenance and Lighting Enhancement District; prepare proposed revisions to the sidewalk café ordinance; design a consolidated newspaper rack system for the Greater Downtown and propose revisions to the newspaper rack ordinance; design bus shelters in the Greater Downtown that complement and reinforce the design of the downtown light rail shelters and the other streetscape infrastructure.
Discussion/Action: Referring to 7.1(c) regarding the direction to Staff to investigate establishing a Downtown Maintenance and Lighting Enhancement District, Council Member Chavez requested Staff to ensure communication begins with the Downtown Association as soon as possible. She expressed concern that this issue was proposed without involving the Downtown Association, and as progress continues, she requested that Staff keep them involved in the process. Council Member Reed pointed out the memorandum did not mention the building signs that Staff had been directed to include in the program. He stated one of the problems when navigating downtown is the buildings do not have addresses on them, and requested Staff work with Code Compliance to accomplish that. He also requested Staff to ensure the street name signs include the block number designation and direction. Upon motion by Council Member Chavez, seconded by Vice Mayor Dando, Resolution No. 71754, entitled: “A Resolution of the Council of the City of San José Approving the New Downtown Streetscape Master Plan, Downtown Street and Pedestrian Lighting Plan, Downtown Signage Program; Approving the Revised Lighting Policy Dealing with the Recommendations of the Downtown Street and Pedestrian Lighting Plan; and Providing Direction to Staff”; and Redevelopment Agency Resolution No. 5431 were adopted; with Staff directed to have continued conversations with the Downtown Association in order to maintain their involvement in the process; Staff to follow up with Code Compliance in regard to the addresses on the buildings; Staff to ensure the street name signs state the block number designation and direction. Vote: 11-0-0-0.
