RECOMMENDATION

 

Report on bids and award of contract for the Convention Center Expansion Joint Replacement Project to the low bidder, and approval of a 15 percent contingency.  CEQA:  Exempt.

 

BACKGROUND

 

The Department of Conventions, Arts and Entertainment has requested the Department of Public Works to replace the expansion joints in the Convention Center’s exhibit halls.  The covers over the existing expansion joints have been damaged due to heavy forklift traffic.  After ten years of use and maintenance, the joint covers are beyond repair.

 

There are three joints totaling 730 feet to be replaced between the three exhibit halls.  This project, however, includes replacing just one of the joints, for approximately 250 feet of expansion joint and fire barrier and will determine how quickly contractors can repair a specific length of expansion joint.  This project is scaled down in order to accommodate the time constraints imposed by the Convention Center’s schedule.  Future projects will replace the remaining two joints. 

 

The scope of work of the proposed project includes installing a new joint cover flush with the adjacent concrete floor, increasing the wheel load capacity and maintaining the original joint movement capability.

 

ANALYSIS

 

The bids for this project will be received on May 10, 2001.  A supplemental memorandum will be forthcoming after bids are received.  This placeholder memorandum is submitted to expedite the award to allow time to custom fabricate the material because of the exhibit hall’s limited availability.

 

A 15 percent contingency is requested for any unforeseen conditions which may arise during construction of this project.  This contingency percentage is a little higher than usual based on the relatively low value of construction compared to the number and value of unknowns involved in replacing the joints.

 

PUBLIC OUTREACH

 

This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This project was coordinated with the Departments of Conventions, Arts and Entertainment, and the Offices of Equality Assurance, Risk Manager, and the City Attorney.
