ASSOCIATES TO INCLUDE A NOISE EXPOSURE MAP UPDATE FOR SAN JOSE INTERNATIONAL

Approval of a First Amendment to the Consultant Agreement with Brown Buntin Associates, Inc. for the preparation of Airport Noise Exposure Maps and reports, increasing the compensation by $60,000, from $50,000 to $110,000, and extending the term of the agreement from June 30, 2001 to June 30, 2002.
BACKGROUND
Since 1991 the City has obtained consultant services to assist the Airport in preparing State mandated noise contour maps for the Airport’s Quarterly Noise Reports. In addition to the State mandated noise contour maps, the Federal Aviation Administration (FAA) requires Noise Exposure Maps (NEM)s that identify the Airport’s current and projected noise exposure in order to establish eligibility for FAA funding assistance of noise mitigation programs, such as the Airport’s Acoustical Treatment Program.
Under the current agreement Brown Buntin Associates provides technical review of the 65 CNEL contour, provides technical assistance in developing Quarterly Noise Reports, provides selective monitoring in the Airport environment, evaluates the current noise monitoring system performance, consults with staff as necessary, and provides other duties as required by the Director. Brown Buntin Associates’ first-hand knowledge of the Airport’s previous and current noise environment assists Airport staff in monitoring and reporting its noise impacts.
In accordance with Section 25.04.770 of the San Jose Municipal Code, the Airport has closely monitored its changing noise exposure to enable mitigation efforts to the outermost areas that are, or potentially will become, a part of the Airport’s Noise Impact Area. Close scrutiny of the Airport’s Year 2000 Quarterly Airport Noise contours identified a reduction in the Noise Impact Area for the first two quarters of 2000. This was partly attributable to the airlines operation of a 100% Stage 3 aircraft fleet, as mandated by the Airport Noise and Capacity Act of 1990. However, increased aircraft operations, combined with the continued use of hush-kitted and older aircraft that marginally meet Stage 3 requirements, has resulted in a larger than expected increase in the size of the Year 2000 Third and Fourth Quarter noise contours. The increased size of the Fourth Quarter 2000 Noise Impact Area impacts a greater number of residences than projected in the year 2010 under the 1997 Airport Master Plan (currently the FAA accepted projected NEM). Completion of a Noise Exposure Map Update for acceptance by the FAA will enable federal funding for noise insulation programs in the outermost areas of the Airport’s Noise Impact Area.
In order to continue to meet the ongoing State noise requirements and to update the FAA’s Noise Exposure Maps, amending the Scope of Services, and associated compensation terms of the existing Agreement between the City and Brown Buntin Associates, Inc. is needed. The existing scope of services will be amended to provide project coordination for an NEM update. The contract services will provide needed expertise and assistance to Airport staff in the preparation of contour maps based on FAA and State approved standards that will delineate the Airport’s current and expected future noise exposure areas.
