Subject:     SOLE SOURCE PURCHASE OF MOTOROLA RADIOS

 

 

RECOMMENDATION

 

Award the purchase of thirty (30) Motorola Astro-Spectra W4 mobile radios and forty-five (45) Motorola XTS3000 portable radios to Motorola C & E Inc. (San Jose) as a sole source purchase for a total cost of $301,098.35 including tax and delivery and authorize the Director of General Services to execute the purchase order.

 

BACKGROUND

 

The Information Technology Department/Radio Communications Division has requested the purchase of thirty (30) Motorola Astro-Spectra W4 mobile radios and XTS3000 portable radios for the Police Department.  The thirty (30) Motorola Astro-Spectra W4 radios are specific replacements for the thirty (30) older Syntor-X mobile radios that have been in service for over ten years.  The Motorola XTS3000 portable radios are replacements for older Saber II portable radios that have also been in service for over ten years.

 

Both  types of radios are part of Motorola’s digital line of communication equipment. The digital line of equipment was specifically selected because of its compliance with the  industry’s new Project 25 Public Safety Communications Standard.  The Project 25 Public Safety Communications Standard defines the protocol for the communication industry’s FCC mandated transition to digital technology.

 

ANALYSIS

 

The City of San Jose has been standardized on radios manufactured by Motorola since 1984.  Information Technology/Communications has revisited this standardization numerous times and determined that it is still appropriate and in the best interest of the City to continue. The General Services Department/Purchasing Division has confirmed that the requested radios can only be supplied by the manufacturer Motorola C & E Inc. at a total cost of $301,098.35 including delivery and tax.  Therefore, this is a sole source purchase pursuant to Subsection 4.12.020.D of the Municipal Code.
