RECOMMENDATION

 

Adoption of a resolution authorizing the City Manager to negotiate and execute an agreement with Franklin McKinley School District to assist in the construction of a library at Santee Elementary School, in an amount not to exceed $250,000.

 

BACKGROUND

 

The Santee Library project is a cooperative effort of the City and the Franklin McKinley School District to construct a library to support various neighborhood services, such as after school programs, technological activities and/or programs, and community based programs.

 

ANALYSIS

 

Under the proposed agreement, the City will contribute to the construction cost of the Santee Library.  The Franklin McKinley School District will provide the remainder of the construction funding.  Additionally, the Franklin McKinley School District will provide necessary operational costs during school hours for the library.  Furthermore, the Franklin McKinley School District will provide all electricity and the cost of the following: janitorial service, refuse removal, telephone, and computer and television connections.  The library will be open to use by the City and public at a reasonable time period each day and not less than 20 hours per week.  The City will have the right to use the library for after school and community based programs without charge to the City.

 

Under this agreement, the Franklin McKinley School District is seeking additional funding from the State of California, under the Lease Purchase Joint Use Program (SB1795) to support the construction cost of the project.  If this funding is not received from the State, the Franklin McKinley School District will finance the remaining cost of the project through its General Fund.  City's funds will be used to leverage State money for the project.  The estimated total construction cost is $628,500, of which the City is contributing $250,000.

COORDINATION

 

The proposed agreement has been coordinated with the City Attorney’s Office.

 

COST IMPLICATIONS

 

The City is only contributing funding to the construction of the Santee Library.  The Franklin McKinley School District will be responsible for all ongoing costs.
