Subject:  SOLE SOURCE PURCHASE OF PHOTO DATABASE MANAGEMENT SYSTEM

 

RECOMMENDATION

 

Award the purchase of a turnkey photo database management system to DataWorks Plus, LLC, at a total cost of $99,783.40, including tax and installation, and authorize the Director of General Services to execute the purchase order.

 

BACKGROUND

 

In 1997 Council approved an agreement for the purchase and installation of a Police Automated Information System (AIS).  The implementation of this system created an integrated enterprise computing strategy for the entire Police Department and an information technology infrastructure that supports its data access, data integrity and communication requirements.

 

As part of the AIS project, a mugshot and booking records management system was purchased and installed by DataWorks Plus.  This part of the system is utilized in the booking process, case management and reporting processes.

 

ANALYSIS

 

The Police Department has requested the purchase of a turnkey photo database management system.  The system consists of one server, two PC workstations, a printer, and software which allows digital recording and documenting of photographs taken at crime scenes.  The system can scan and digitize 35mm photographs taken at crime scenes and archives the photos to CD-ROM as they are entered into the system and catalogs the photos for retrieval and printing for future investigative needs.  This eliminates corrupted 35mm photographs and enables the investigator to utilize a true and accurate representation of the crime scene.

 

The photo database management system must interface with the existing mugshot and booking records management system and can only be purchased from DataWorks Plus at a total cost of $99,783.40, including tax and installation.  Equipment from other manufacturers will not integrate with the existing system.  Therefore, this is a sole source purchase, pursuant to Subsection 4.12.020.D of the San Jose Municipal Code.
