Report on bids and award of contract for the Street Lights Crackdown 2001 Project to the sole bidder, Pacific Electric Company, in the amount of $137,035, and approval of a contingency in the amount of $13,000. NEPA: Exempt.
BACKGROUND
This proposed project will provide street lighting improvements in Project Crackdown Areas. The Project Crackdown Areas were defined and locations prioritized by the Parks, Recreation and Neighborhood Services Department staff. Each Project Crackdown Area Coordinator coordinated the locations with their community members through their neighborhood associations. The proposed street lighting improvements in the Washington and Santee Neighborhood Areas are identified as part of the “top ten” community priorities for the Strong Neighborhood Initiative in the Washington/Guadalupe and Rocksprings/Tully/Senter/Santee/ Kennedy Areas. The locations where street light improvements are proposed are listed in Attachment 1. Location maps are indicated in Attachment 2.
This proposed
project provides 30 new street lights in the Project Crackdown Areas. In addition, the project provides 47
upgrades of existing street lights.
The scope of work
for this proposed project involves installing new electroliers, replacing,
rewiring and relocating existing electroliers, upgrading luminaires, installing
conduits, conductors, aerial power cables, and pull boxes.
ANALYSIS
Bids were received on May 3, 2001, with the following results:

Pacific Electric Co. 137,035 ($27,565) (16.7%)
The sole bid submitted by Pacific Electric Company, is 16.7 percent below the Engineer’s Estimate. The bid is lower than anticipated due to the reduced material cost from a new material supplier as indicated by the sole bidder. Several plan holders did not submit a bid for this project due to scheduling conflicts.
A contingency in the amount of $13,000 is requested for any unforeseen conditions which may arise during construction of this project.
PUBLIC OUTREACH
Public Works Engineering Notices showing the proposed new street light locations were sent to residents and Project Crackdown Area Coordinators for distribution.
This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This project was coordinated with the Parks, Recreation and Neighborhood Services Department, Pacific Gas and Electric Company, and the Offices of the Risk Manager, Equality Assurance and the City Attorney.
