Subject:  PURCHASE AND INSTALLATION OFMOTOROLA CDM1550 MOBILE RADIOS

 

RECOMMENDATION

 

Report on bids and award the purchase of one hundred twenty-six (126) Motorola CDM1550 mobile radios to the low bidder, SJM Industrial Radio (El Segundo, CA) for a total cost of $90,084.96, including tax and delivery and labor to remove existing mobile radios and to install the new radios to the low bidder, Day Wireless Systems (San Jose, CA) for a total cost of $15,120.00.  Authorize the Director of General Services to execute the purchase orders for:

 

a.                   immediate purchase and installation of one hundred twenty-six (126) units; and

 

b.         subsequent purchase of additional units at the same bid price without further

Council

 

BACKGROUND

 

The Information Technology Department/Radio Communications Division has requested the purchase and installation of one hundred twenty-six (126) Motorola CDM1550 mobile radios.  The Department of Transportation will be replacing aging communications equipment as part of the Capital Improvement Program (CIP).  These one hundred twenty-six Motorola CDM1550 radios are specific replacements for the one hundred twenty-six (126) older Motorola Maxar 80 mobile radios that have been in service for over ten (10) years.

 

ANALYSIS

 

A notice inviting bids was published April 10, 2001.  Additionally, bid packages were mailed to four (4) vendors.  Bids were publicly opened on April 23, 2001 and are listed below:

SJM Industrial Radio is the low bidder for purchase of the mobile radios.  Day Wireless Systems is the low bidder for the installation of the mobile radios.

 

San Jose Municipal Code Section 4.12.148 entitled "Additional Quantities, "states"...the City Manager may purchase additional quantities at the award price..., if such options for additional quantities was approved by Council."

 

In all formal bids issued, the Department of General Services asks each vendor if the price will be guaranteed for additional quantities.  When that option is offered, the Department seeks Council approval to make future awards should the need arise for additional units.
