SUBJECT:  ADOPTION OF APPROPRIATION ORDINANCE AND FUNDING SOURCES RESOLUTION AMENDMENTS IN THE SERVICES FOR REDEVELOPMENT CAPITAL PROJECTS FUND (CITY-SIDE REDEVELOPMENT FUND) WITH A NET IMPACT TO THE FUND OF $1,379,325

RECOMMENDATION

 

It is recommended that the City Council adopt the following Appropriation Ordinance and Funding Sources Resolution amendments in the Services for Redevelopment Capital Projects Fund (City-side Redevelopment Fund):

 

1.      Increase the appropriation for the Assessment District/Interchange Improvement project in the amount of $302,325.

 

2.      Increase the appropriation for the WSC – Pedestrian Light/Median Uplights project in the amount of $588,000.

 

3.      Increase the appropriation for the ESC Street Pedestrian Lighting project in the amount of $389,000.

 

4.      Increase the appropriation for the Rincon Flood Control Study Phase II project in the amount of $100,000.

 

5.      Increase the estimate for Earned Revenue by $1,379,325.

 

BACKGROUND

 

The Redevelopment Agency has requested City services in the implementation of Agency projects.  These proposed amendments are necessary to account for City-side expenditures on Redevelopment Agency projects.

 

ANALYSIS

 

The additional funding is the second installation for the Assessment District/Interchange Improvements project.  This project funds City Services to investigate the feasibility of providing municipal bond financing, assist in the formation of a special district, and bid, award, and administer the construction contracts for public improvements in the Edenvale area between Silver Creek Road and Silicon Valley Boulevard.

 

The additional funding is for the construction phase of the West San Carlos Street Pedestrian Street Light project.  This project consists of lighting enhancements within the public right-of-way along West San Carlos in two areas.  The first area is along West San Carlos between Wabash Avenue and Topeka Avenue where up to 40 new pedestrian-scale streetlights will be installed.  The second area is along West San Carlos from Leigh Avenue to approximately 150 feet east of Meridian Avenue where uplights for the palm trees in the median islands will be installed. All work is within the West San Carlos Street redevelopment area.

 

Additional funding is also provided for the construction phase of the East Santa Clara Pedestrian Street Light project.  This project includes installation of forty-six pedestrian-scale antique-style streetlights along East Santa Clara Street.  All work is within the East Santa Clara Redevelopment Area.

 

The additional funding for the Rincon Flood Control Study Phase II project provides for the design of a new pump station and storm mains at Trimble Road.  The project is the second phase of the North San Jose/Rincon Master Plan – Flood Control Project.

 

The source of funding for these services and improvements would be a transfer from the Redevelopment Agency.
