Report on bids and award of contract for the Monterey - Riverside Sanitary Sewer Rehabilitation Phase II Project to the low bidder, Pacific Underground Construction, Inc., in the amount of $2,068,970, and approval of a contingency in the amount of $210,000. CEQA: Exempt.
BACKGROUND
The Monterey-Riverside Sanitary Sewer Rehabilitation Phase II Project is located in a residential area along Snell and Chynoweth Avenues as shown on the attached map. Internal video inspection of the sewer shows that the pipe suffers from moderate to severe corrosion throughout its entire length. In addition, the internal video inspection revealed extensive pipe misalignments, and backed up flow of sewage for the segment along Snell Avenue.
The proposed project will rehabilitate the 30-inch diameter sanitary sewer segment along Chynoweth Avenue with a Cured-in-Place Pipe (CIPP) Liner. This is a trenchless method that will minimize the reduction in diameter, which maintains the capacity of the sewer. The mis-aligned 30-inch diameter sanitary sewer along Snell Avenue is proposed to be removed and replaced by open trench method.
Provisions have been
included in the project specification which will restrict working hours to
minimize the construction impact on traffic and inconvenience to
residents. Council-approved lane
closure policy will be enforced during the morning and evening commute hours,
and any work performed in the major intersections must be done during the
weekends.
Bids for this project were received on May 3, 2001. The bid results are as follows:

The low bid submitted by Pacific Underground Construction, Inc. is 15.63% below the Engineers Estimate. The difference in price between the low bid and the Engineers Estimate can be attributed to the highly competitive market that now exists among pipeline rehabilitation contractors.
A contingency in the amount of $210,000 is requested for any unforeseen conditions that may arise during construction.
Two schools, Hayes Elementary and Oak Grove High School, are located near the project area and contact will be made prior to construction.
This proposed project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This project has been coordinated with the Departments of Planning, Building and Code Enforcement, Transportation, and the Offices of the Risk Manager and Equality Assurance.
