Report on bids and award of contract for the Street Lights Citywide 2001 Project to the low bidder, and approval of a 10 percent contingency. CEQA: Exempt.
The proposed project involves the installation of new street lights and the upgrade of existing lights throughout different areas of the City.
One component of the proposed project will provide the installation of 10 new street lights and the upgrade of 17 existing street lights in the Great Oaks Neighborhood Area. The locations in the Great Oaks Neighborhood Area were defined and prioritized by Parks, Recreation and Neighborhood Services Department staff and neighborhood residents. These locations are listed in Attachment 1. The proposed street lighting improvements in the Great Oaks Neighborhood Area are identified as one of the “top ten” community priorities for the Strong Neighborhood Initiative in the Edenvale/Great Oaks Area.
Another component of the proposed project will provide for the installation of at least 42 new street lights and the upgrade of at least 40 existing street lights in response to minor street light requests. Minor street light requests are those requests where eight street lights or less are proposed. These requests were received from residents and prioritized using criteria approved by the City Council. The list of locations is provided as Attachment 2. Several of these locations are within Strong Neighborhood Initiative areas and are listed on Attachment 3.
The final component of the proposed project will provide street lights from the backlog of minor requests which are prioritized but have no funding allocated. The street lights for these locations will be constructed in priority order to the extent funding is available. This component of the proposed project will be accomplished by obtaining bids from contractors for work at a unit price, at a fixed number of units, for individual contract pay items that are part of street light construction. The individual pay items are based upon work designed to a preliminary engineering level and include the installation of conduit, electrical conductors, street light poles and luminaires. After the award of contract, staff can further refine the street light design and direct the contractor to start work on small subprojects. The contractors are compensated for their work based on the unit price bid for the respective pay items.
The approach followed in the final component
of the proposed project allows staff to be responsive to community-based
requests. This increased flexibility
has been accomplished without increasing overall project costs. The bid prices for the work order projects
have been similar to the bid prices for conventionally bid electrical
work.
This proposed project is estimated to
provide for the installation of new street lights and the increase in wattage
(upgrade) of existing street lights in the following total amounts:

The exact number of street lights to be
installed citywide will be determined during the work order process.
The scope of work for this proposed
project involves installing new electroliers, replacing, rewiring and
relocating existing electroliers, upgrading luminaires, installing conduits,
conductors, aerial power cables, and pull boxes.
ANALYSIS
Bids will be received on May 24, 2001, with the results following in a supplemental memorandum.
A construction contingency of ten percent
is requested in anticipation of unforeseen changes in work necessary to
complete the work orders. In addition,
staff requests a ten percent public outreach allocation to account for the
additional staff time necessary to coordinate with the community.
This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center. Staff will attend community meetings if necessary, continue to distribute preliminary engineering notices to the residents near the project locations, and respond to comments and questions regarding the project.
This project was coordinated with Pacific Gas and Electric Company, the Offices of Equality Assurance, Risk Manager and the City Attorney, and the Department of Parks, Recreation and Neighborhood Services.
