Subject:     APPOINTMENT TO FEDERATED CITY EMPLOYEES RETIREMENT BOARD

 

 

RECOMMENDATION

 

Appoint a retiree to the Federated City Employees Retirement System Board of Administration to a term which expires November 30, 2004.

 

BACKGROUND

 

On May 1, 2001 the City Council approved Ordinance No. 26354 amending the Municipal Code to increase the membership of the Board of Administration for the Federated City Employees Retirement System (FCERS) from five to seven by adding a second City Council Member and an FCERS retiree.  At the January 9, 2001 Council meeting, Forrest Williams was appointed to the new Council Member seat on the Board.  The ordinance specified that the retired members of the Plan recommend, at an election conducted by the City Clerk, one such retired member to sit on the Board, with the first retired member to serve a term ending November 30, 2004.  When Ord. No. 26354 was approved, the Council also approved an election procedure and a timeline for the election of the first retiree to the Board. 

 

ANALYSIS

 

Ballots were mailed on July 2, 2001 to 1,619 FCERS retirees and at 2:00 p.m. on July 30, 2001 the ballots were opened and counted in the Office of the City Clerk.  The results of the election will be certified to Council in a supplemental memorandum which will be issued on July 31, 2001.  The results will also be certified to a three member panel consisting of a representative from the employee organizations affiliated with AFSCME Local 101, a representative from the employee organizations other than the organizations affiliated with AFSCME, Local 101, and a representative from the City Manager’s Office.  The panel will interview the candidates and will forward its recommendation to Council separately.  Candidates recommended to be representatives on City retirement boards either by election or the panel are subject to discretionary appointment by the City Council.
