RECOMMENDATION

 

Report on bids and award of contract for the Greystone Park Renovation Project to the low bidder, Jensen Corporation Landscape Contractors, for the base bid only in the amount of $624,444, and approval of a contingency in the amount of $55,000.  CEQA:  Exempt.

 

BACKGROUND

 

A memorandum dated August 27, 2001 was forwarded to the City Council for the September 18, 2001 Council meeting.  The purpose of this supplemental memorandum is to provide additional information obtained after the bid opening.

 

The items in the base bid scope of work include expansion of the youth play area, replacement of the existing play equipment and resilient surfacing material in both the youth and tot lot play areas, a new modular restroom building, installation of new benches, lighting, planting, irrigation and concrete walkways.

 

There are two Add Alternate bid items which will not be awarded:

The low bid submitted by Jensen Corporation Landscape Contractors, in the amount of $624,444, is 14 percent above the Engineer's Estimate.  A review of the individual bid items revealed that the contractor’s prices for site preparation, irrigation, concrete and electrical work were generally higher than the Engineer’s Estimate.  The higher bid prices reflect the potential difficulty in accessing and working in a site that is densely forested with large construction equipment and materials.  The bid is considered acceptable for the work involved in the proposed project.

 

A contingency in the amount of $55,000 is requested for any unforeseen conditions which may arise during construction of this project.

 

PUBLIC OUTREACH

 

This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This proposed project was coordinated with the Offices of the City Attorney, Risk Manager and Equality Assurance; and the Departments of Planning, Building and Code Enforcement, General Services, and Parks, Recreation and Neighborhood Services.
