Report on bids
and award of contract for the Houge Park Play Area and Restroom Renovation
Project to the low bidder, and approval of a seven percent contingency. CEQA:
Exempt.
BACKGROUND
Houge Park is an existing neighborhood park located on White Oaks Avenue and Twilight Drive (map attached). This park is identified in the City Parks Bond Measure that passed in November 2000 which provides funding for the renovation of park play areas and restrooms in neighborhood parks.
This project will renovate the two play areas and restroom. In addition, the community expressed the need to renovate the existing plaza area located between the buildings and the play areas to enhance the overall appearance and to provide additional seating areas, shade trees, drinking fountains and lighting.
The base bid scope of work includes replacement of the existing play equipment with new equipment and resilient surfacing material in both the youth and tot lot play areas, renovation of the interior of the existing restrooms, installation of new site furnishings, lighting, trees, irrigation, and the renovation of the plaza area.

Funding for this project is provided by the City Parks Bond Measure, the Mayor’s Budget Message and the Parks Trust Fund. The Bond measure will fund the renovation of the youth and tot lots and restroom. Due to the large amount of space in the existing play areas, the funding from the Mayor’s Budget Message and Parks Trust Fund will supplement the Park Bond and pay for additional site furnishings, lighting, planting, irrigation and plaza enhancements.
.ANALYSIS
A supplemental memorandum will be submitted after the bid opening on September 6, 2001.
A seven percent contingency is requested for any unforeseen conditions which may arise during construction on this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San Jose Minority Business Development Center.
This proposed project was coordinated with the Offices of the City Attorney, Risk Manager and Equality Assurance; and the Departments of Planning, Building and Code Enforcement, General Services, and Parks, Recreation and Neighborhood Services.
