SUBJECT:  California Energy Commission Grant Application

 

RECOMMENDATION

 

Adoption of a resolution authorizing the City Manager to submit, and execute upon receipt, a grant application for $250,000 to the California Energy Commission 2001 Alternative Fuels Infrastructure Grant Solicitation for the San Jose International Airport Compressed Natural Gas Station to serve the Airport’s ground transportation fueling needs.

 

BACKGROUND

 

The Airport Improvement Program, following its environmental certification, includes development and implementation of an air quality program to minimize pollutant emissions generated by Airport activity.  One potentially immediate measure is the utilization of compressed natural gas (CNG) buses to shuttle customers between the terminal buildings and the new consolidated rental car facility site and parking facilities.   

 

The Airport CNG station will be located in the north east end of the Airport and will serve Airport shuttle buses, Airport department vehicles, taxis, door-to-door shuttles, and the public. The station will be fast fill with storage cascades, two dispensers each with two hoses, and a universal electronic point-of-sale card reader.

 

The Airport CNG station is part of San Jose International Airport’s larger commitment to minimizing pollutant emissions generated by Airport activity. This commitment is underscored in our Airport Master Plan Mitigation Measures and our environmental certification.

 

To preserve the Airports ability to apply for the grant funds, the Airport submitted a proposal to the California Energy Commission on March 19, 2001.

 

ANALYSIS

 

The City requested this $250,000 from the California Energy Commission to offset the cost of building a natural gas fueling station to service twenty, 40 foot, low-floor Compressed Natural Gas buses for the Airport ground transportation operations. In August 2000, the Airport was granted $500,000 from the Valley Transportation Authority, Transportation for Clean Air Funds for the building of the compressed natural gas station. The estimated cost of construction is $1,400,000.

 

 The Airport will issue a Request for Proposal for the station during fiscal year 2000/2001. It is anticipated that other natural gas vehicles will operate at the Airport, including Airport Department fleet vehicles and tenant vehicles.

COORDINATION

Preparation of the grant application was coordinated with the Department of Public Works and the Airport Master Plan Division. Preparation of this memo was coordinated with the Office of the City Attorney.

 

AIRPORT MASTER PLAN CONSISTENCY

The San Jose Municipal Code requires Airport capital projects to be consistent with the adopted Airport Master Plan. This grant request is a related component of the Airport Master Plan’s consolidated rental car facility currently under design (project S-3), as well as a related component of the Master Plan’s air quality certificate issued by the State Air Resources Board and is therefore consistent with the Master Plan under Municipal Code Section 25.04.210(B)(2).
