This project consists of two components. The Filter Backwash Chlorination work will
provide filter backwash water with sodium hypochlorite for control of biomass
growth in the filters. The
SBWR Diversion Disinfection work will provide a redundant disinfection system
at the SBWR Diversion Structure.

The low bid by D.W. Nicholson Corporation of $218,000 is recommended for approval. This bid is 3% below the Engineer’s Estimate. The bid documents have been evaluated and found to be in order. D. W. Nicholson Corporation has successfully worked on several CIP projects at the Water Pollution Control Plant (Plant) in the past few years and is familiar with the site.
This project includes work in and around the Filter Building and chlorination facilities at the Plant. Due to the complexity of the piping system located in tunnels and underground, a 20% contingency in the amount of $44,000 is requested for an unforeseen condition that may arise during construction.
This construction project was advertised in the San Jose Mercury News and San Jose Post Record. Bid packages for all Environmental Services Department construction projects are routinely provided to a standard list of contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Entrepreneurs.
This project has been coordinated with the Offices of the City Attorney, Equality Assurance, and Risk Management. This item was scheduled to be heard at the May 10, 2001, Treatment Plant Advisory Committee meeting.
The contract amount for this project is $218,000; the recommended contingency for potential change orders related to unforeseen conditions is $44,000. Existing funds are available for the contract and the contingency. No appropriation action is required.
