SUBJECT:     FIRST AMENDMENT TO AGREEMENT WITH MOORE IACOFANO GOLTSMAN, INC.

 

 

RECOMMENDATION

 

Approval of a first amendment to the agreement with Moore Iacofano Goltsman, Inc. to provide facilitation services for the Santa Clara Basin Watershed Management Initiative, extending the term of the agreement by one (1) year from June 30, 2001 to June 30, 2002, and revising the schedule of compensation, at no additional cost to the City. 

 

BACKGROUND

 

The Santa Clara Basin Watershed Management Initiative (Initiative) is part of the Regional Board’s Watershed Management Initiative Work Plan (March 1996) which was prepared under the auspices of the San Francisco Bay Regional Water Quality Control Board.  Implementation of the Initiative Workplan began in April 1996 by contacting parties interested in gathering input on key issues to be included in the watershed management planning process.  The Initiative is led by a group of representatives from over 30 different agencies and organizations with an interest in watershed management planning for the Santa Clara Basin Watershed.  The Initiative’s Core Group steers and guides this effort.

 

Since the first meetings of the Core Group members in 1996, City of San Jose, Environmental Services Department staff have provided facilitation services for the Core Group and other selected meetings.  In November of 1998, City Council approved an agreement for the amount of $125,000 with Moore Iacofano Goltsman, Inc. (MIG) to provide facilitation services for the Initiative for a two-year period.  In November 2000, the City Council approved a continuation agreement with MIG to extend the term of the agreement at no additional cost to the City until June 30, 2001.

 

ANALYSIS

 

Since November 1998, MIG has provided the following services to the Initiative:

 

·          Process Management, facilitation, graphic design, and documentation services;

·          Consultation on the organization and development of the Watershed Management Plan; and

·          Conflict resolution, mediation, and continuous improvement services for the Initiative.

 

In April 2001, the Environmental Services Department staff consulted with members of the Initiative’s Core Group to determine the need for the continuation of services provided by MIG.  ESD staff reviewed the funds remaining for this agreement and determined that there are sufficient funds to cover another year of services.

 

Core group members confirmed the need and value of facilitation for the Initiative meetings and the watershed management planning process.  In addition, the Core Group expressed positive opinions regarding the progress that MIG has made on its November 2000 work plan to address key issues for improvement of its facilitation services.

 

The Core Group also supported the new billing rates proposed by MIG.  ESD staff determined that with the new billing rates there would still be enough funds for MIG to conduct all of the tasks in the Scope of Services.

 

PUBLIC OUTREACH

 

MIG will perform continued coordination with the Initiative and its stakeholders.

 

COORDINATION

 

Continuation of the agreement and work plan for facilitation services from MIG has been coordinated with the members of the Initiative.  Preparation of the agreement and memorandum was coordinated with the City Attorney’s Office.  This item was scheduled to be heard at the June 14, 2001, Treatment Plant Advisory Committee meeting.

 

COST IMPLICATIONS

 

There are no additional costs associated with this amendment.
