Subject: SALE OF FIRE VEHICLE
Adoption of a resolution authorizing the Director of General Services to execute all documents necessary for the sale of one (1) fire vehicle with a total sales price of $1,500 to Fire Company #38 Paradise Park.
BACKGROUND
The City of San Jose has received requests from Congressman Sam Farr and Fred Keeley, Speaker pro Tem of the California Legislature, to assist the Paradise Park, Company #38, volunteer fire department through the donation or minimum price sale of a surplus fire vehicle. The Fire Department and the Department of General Services have identified a piece of equipment that will meet the needs of this group.
Periodically the City is approached by officials of smaller communities seeking the donation or sale at a minimal price of surplus vehicles and equipment. The City Council has approved such donations and sales in consideration of the good to be derived from the reuse of emergency equipment that has been replaced in the City fleet.
The Paradise Park is a well trained, volunteer group which was formed in 1924. It operates as a non-profit corporation. This group has submitted a request to purchase one brush patrol type vehicle. This group provides fire protection for Paradise Park a community of 391 homes, an office building, and recreational park located in Santa Cruz County. The residents are predominantly senior citizens on fixed income.
The Fire Department and the Department of General Services are recommending that the following vehicle be sold to this organization:
Equipment #53134, 1981 Dodge Brush Patrol, 4WD, VIN #1B6WWT5B5138892
Staff of the Department of General Services has determined that the value that this piece of equipment might bring at auction would be $2,500 in current condition. Paradise Park has offered to purchase this vehicle for $1,500. After considering the cost of processing this vehicle through an auction company together with the uncertainty of the actual net revenue that the City would ultimately receive, it is recommended that the City Council approve the sale of this vehicle. Approval of this sale at a reduced price is consistent with the Donation Policy as recommended to the City Council on June 19, 2001.
Public outreach is not applicable to the proposed Council action.
This memorandum has been coordinated with the Fire Department, the City Attorney’s Office, and the Budget Office.
The Department of General Services estimates the current value of this vehicle to be $2,500. Council approval of this sale for $1,500 will mean the loss of less than $1,000 in potential revenue.
