Subject: REPORT ON BIDS FOR MECHANICAL BROOM STREET
SWEEPERS
Report on bids and award the purchase of one (1) mechanical broom-type
street sweeping truck to the lowest responsive bidder, Ricker Machinery (Oakland), at a total cost of $186,455.22,
including tax, and authorize the Director of General Services to execute the
purchase order for the:
a. immediate
purchase of one (1) unit; and
b.
subsequent purchase
of additional units at the same bid price without further Council action other
than the appropriation of necessary funds.
The General Services Department/Fleet Management Division has requested
the purchase of two (2) mechanical broom-type street sweeping trucks. The Department of Transportation will
utilize the unit for street sweeping throughout the City.
The units are replacements for ones that have met or exceeded the
replacement criteria.
A notice inviting bids was published April 23, 2001. Additionally, bid packages were mailed to
nine (9) vendors. Bids were publicly opened April 23, 2001 and
are listed below:

The above results show
the bid totals received for two (2) units.
The low bidder, Masco
Sweepers, failed to meet the specifications as written. The specifications required a maximum sweeper
height of 9’. Masco’s bid unit has a height of 9’6”. Western Traction, the next low bidder, failed to provide a
minimum horsepower rating of 205.
Western Traction’s unit has a 190 horsepower rating. Ricker Machinery was the lowest responsive
bidder meeting the specifications as written.
The lowest responsive
bid received was over budget. Only one
unit can be purchased at this time.
Ricker Machinery was contacted to see if the bid price would remain the
same if the City purchased only one unit. They agreed the price was good for one unit..

San Jose Municipal Code
Section 4.12.148 entitled “Additional Quantities,” states “...the City Manager
may purchase additional quantities at the award price..., if such options for
additional quantities was approved by Council.”
In all formal bids, the
Department of General Services asks each vendor if the price will be guaranteed
for additional quantities. When that option is offered, the Department seeks
Council approval to make future awards should the need arise for additional
units.
This bid was advertised in the San Jose Post Record and was placed on the
City of San Jose web site.
