VIOLENCE – MAKING THE TECHNICAL CONNECTION” GRANT IN THE AMOUNT OF $110,000 AND
ADOPTION OF APPROPRIATION ORDINANCE AND FUNDING SOURCES RESOLUTION
AMENDMENTS IN THE GENERAL FUND FOR
FISCAL YEAR 2001-2002
It is recommended that the City Council:
1. Adopt a Resolution to accept the OCJP Grant Award in the amount of $110,000 for one year
for a Domestic Violence grant;
2. Adopt related Appropriation Ordinance and Funding Sources Resolution amendments in the
General Fund as follows:
A. Increase the Police Department’s Personal Services appropriation by $70,900;
B. Increase the Police Department’s Non-Personal Expenses appropriation by $68,767;
C. Increase the Police Department’s Equipment Expenses appropriation by $7,000;
D. Increase the revenue estimate for Revenue from the Federal Government by $110,000;
E. Decrease the Contingency Reserve by $36,667.
BACKGROUND
In February 1997, the City received a one year grant award from the U.S. Department of Justice, Policing to Combat Domestic Violence. The grant award was used to open a Family Violence Center where the Police Department, in cooperation with staff from the District Attorney’s Office, County Probation Department, Child Protective Services, and Next Door, a non-profit agency specializing in domestic violence counseling and advocacy services, would offer a “one-stop service” for domestic violence victims.
In 1998 the Police Department submitted a grant application to OCJP for funds to enhance the programs and services of the Family Violence Center. The Department was subsequently awarded a grant, “Domestic Violence – Making the Technical Connection – Phase II” in the amount of $110,000 with City matching funds of $36,666 for a total project cost of $146,666.
In 1999 and again in 2000, the Department received similar grant awards from OCJP to augment and extend the original grant award, bringing the total three year project cost to $440,001 ($330,00 grant funds, $110,001 City match). This has allowed the Center to expand and enhance its services and to provide training at all levels to sworn staff members, County staff assigned to the Center and advocates. Program funding was slated to end on June 30, 2001.
The Department was recently notified that supplemental funding in the amount of $110,000, plus a City match of $36,667, will be awarded to the Department to augment and extend the current Domestic Violence grant award through June 30, 2002.
These funds will continue to be utilized to provide training, upgrade investigative and surveillance skills and equipment, maintain a high standard of service to domestic violence victims, expand services as needed to include elder abuse victims, stalking and workplace violence incidents and professional advocacy counseling.

The amount awarded by the State of California OCJP for this Domestic Violence grant is $110,000. There is a cash match required of $36,667 which is proposed to be taken from the General Fund contingency reserve.
