RECOMMENDATION
Approval of the first amendment to the agreement with Sugimura & Associates, Architects for architectural services for the Gardner Neighborhood Community Center & Biebrach Park Master Plan Project, increasing the compensation by $139,500, for a total agreement amount of $189,000.
Gardner Neighborhood Community Center & Biebrach Park is
located on the south side of the intersection of State Highways 280 and 87 near
downtown San José. The park and
existing facilities face Virginia Street on the north, Delmas Avenue on the
east and Illinois Avenue on the west (map attached).
The Gardner Neighborhood Community Center & Biebrach Park (GNCC) area was identified by the Strong Neighborhood Initiative Program (SNI) to be in need of immediate improvement. The aged facilities at GNCC are insufficient to provide the level of services to meet the growing needs of the neighborhood. Recently the Council Offices of Districts 3 and 6 and City staff participated in the development of the Gardner Neighborhood Strategic Plan Framework (GNSPF) along with San José State University (SJSU). The GNSPF will be used as a guide to develop the master plan.
In March 2001, the City Manager approved a one-year agreement with the firm of Sugimura & Associates Architects (SAA) in the amount of $49,500 to begin initial master planning services for the GNCC. The firm has expertise in performing design services for parks and recreational facilities. Since that time, the full scope of service to update the master plan for GNCC has been further defined and thus the original agreement must be amended to allow the consultant to provide the services necessary to complete the master plan process.
Under the original scope of services, the consultant was
required to prepare three site layouts for the master plan and to participate
in project and community meetings. The proposed scope of services requires that
the consultant prepare three building diagrams containing all required
programmed spaces, participate in community meetings, and conduct an initial
Environmental Study. At the conclusion of this process, the Master Plan for the
GNCC will be updated. This will also
include the environmental clearance and the building program for the expansion
of the Community Center facility. This work will be the basis for the final
design for the expansion of the Community Center. Staff has negotiated an
additional fee of $139,500 with the consultant for the proposed work for a
total fee in the amount of $189,000. Staff believes the new fee is appropriate
for the work to be performed.
PUBLIC OUTREACH
This proposed project will have extensive community involvement and participation. The SNI staff and the Gardner Neighborhood Strategic Plan Committee will work closely with an outside consultant who will facilitate and coordinate an extensive public outreach program for this project.
COORDINATION
This project has been coordinated with the Departments of Planning, Building and Code Enforcement and Parks, Recreation and Neighborhood Services and the Offices of the City Attorney and Risk Manager.
