RECOMMENDATION

 

Report on bids and award of contract for the Scott Street Sidewalk Improvement Project to the low bidder, Bellicitti and Pelliciotti Construction, Inc., in the amount of $209,545, and approval of a contingency in the amount of $21,000.  CEQA:  ND.

 

BACKGROUND

 

Scott Street between Richmond Avenue and Buena Vista Avenue (see attached map) provides pedestrian and vehicular access to the Luther Burbank Elementary School and to the local residential neighborhood.  Currently Scott Street’s northerly frontage between Richmond Avenue and Buena Vista Avenue does not have full street improvements. 

 

Scott Street is located in the Burbank area of the City of San José and is surrounded by a number of County pockets.  Although a majority of the properties fronting the street are under the County jurisdiction, the proposed improvements will be constructed within the City right-of-way.  On October 3, 2000, the City entered into a joint Cooperation Agreement with the County to complete these improvements.  The City will prepare the plans and specifications, administer the construction contract and provide inspection services.

 

The County will contribute $83,000 towards the cost of the project.  A total of $145,000 in grant funds has been allocated to the City through the TDA Article 3 Grant Program.  The Street Maintenance Program will fund the remaining cost.

 

This project will construct curb and gutter, sidewalk, driveway aprons, wheelchair ramps, AC pavement, and drainage facilities along Scott Street’s northerly frontage between Richmond Avenue and Buena Vista Avenue.  The proposed roadway improvements will provide better pedestrian and vehicular circulation, benefiting both City and County residents, in the neighborhood and surrounding area.

The bid submitted by Bellicitti & Pelliciotti Construction, Inc. is 22% below the Engineer’s Estimate.  This low bid may be attributed to the competitive nature of this type of work as indicated by the number of bids received.  Staff has reviewed the bid documents and considers it reasonable for the construction work involved.

 

A contingency in the amount of $21,000 is requested for any unforeseen conditions which may arise during the construction of numerous conforms to existing improvements.

 

PUBLIC OUTREACH

 

This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This project has been coordinated with the Departments of Transportation and Planning, Building and Code Enforcement, the Offices of the Risk Manager, Equality Assurance, and the City Attorney, and the County of Santa Clara.
