This memorandum provides additional information following the bid opening on June 14, 2001.
Report on bids and award of contract for the Communications Building Re-Roof Project to the low bidder, Best Roofing and Waterproofing, Inc., in the amount of $424,838, and approval of a contingency in the amount of $45,000. CEQA: Exempt.
BACKGROUND
The Police Communications Building was constructed in 1988. The roof system which incorporates a running track available to all police and communications personnel has a projected life span of 15 years, subject to actual use. Because the actual use of the roof system has been heavier than the level of use that was projected when the Communications Building was constructed, the roof has been leaking for several years and has required multiple repairs. One component of the existing roofing system, a waterproofing membrane applied directly to the concrete roof-deck has multiple blisters and tears that have resulted from heavy use of the rooftop facilities. Based upon these factors, the City’s consultant has evaluated the roof and has recommended its replacement.
The scope of the project includes removal of existing and installation of a new roofing system. Plans and Specifications were prepared by the City’s consultant, Skyline Engineering.
A memorandum dated June 4, 2001 was forwarded to the City Council for the June 26, 2001 Council meeting. The purpose of this supplemental memorandum is to provide additional information obtained after the bid opening.

The low bid submitted by Best Roofing and Waterproofing, Inc. is 29 percent higher than the Engineer’s Estimate. Staff contacted both bidders to discuss the bid results. Based on these discussions, staff attributes the higher than expected bids to a limited staging area, confined access, and night work specified for noisy operation, as requested by the Police Department. In light of these aspects of the project, staff considers this to be a reasonable price for the construction of this project.
This project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This proposed project has been coordinated with the Departments of Police and General Services and the Offices of the City Attorney, Risk Manager and Equality Assurance.
