Approval of the continuation agreement with OLMM Consulting Engineers for consultant services for the Seismic Upgrade of the North Wing of the Police Administration Building Project, increasing the compensation $30,000, from $150,000 to $180,000, and extending the term of the agreement from December 31, 2000 to December 31, 2002.
BACKGROUND
The Police Administration Building (PAB) is a three-story reinforced concrete building consisting of two wings arranged in a “T” configuration. The North-South wing was constructed in 1969 and the East-West wing in 1978. The two wings are not structurally connected.
Over the years, seismic standards set forth in the Uniform Building Code (UBC) have changed. Preliminary seismic evaluation has indicated that the North Wing of the PAB should be upgraded to meet current UBC standards.
In January 1999, the Federal Emergency Management Agency (FEMA) approved Hazard Mitigation Grant Funding (HMGF) in the amount of up to $1,162,500 to reimburse the City for this project.
On June 22, 1999, the City Council approved an agreement with OLMM Consulting Engineers in the amount of $150,000 for the PAB seismic upgrade design.
After the project design completion in December 2000, Police Department requested the Department of Public Works to evaluate the impact of the project construction on the PAB operation. In March 2001 the City entered into an agreement with Turner Construction in the amount of not to exceed $10,000 to evaluate the impact of the project construction on PAB staff and provide report with recommendations for construction impact mitigation measures. After the review of the report, submitted by Turner Construction in May 2001, the Police Department and the Department of Public Works decided to incorporate the report findings into the project design and open bids in July 2001.

The agreement with OLMM Consulting Engineers expired on December 31, 2000 and no further work was performed as of this date. Staff recommends approval of a continuation agreement in order to enable OLMM Consulting Engineers to assist the City during the bidding and the project construction. This proposed continuation agreement will increase the compensation for $30,000 and extend the term of the agreement until December 31, 2002.
This proposed project has been coordinated with the
Departments of Police and General Services, and the Offices of the City
Attorney, Risk Manager, and Equality Assurance.
