Approval of agreement the amendments to thefollowing second continuation agreements with each of the following
consultants for
the preparation of Project Study Reports at no additional total extra cost to the City:
a)
Rajappan
and Meyer Consulting Engineers, Inc. for relating to the upgrade of the Route 101 interchange at De La
Cruz Boulevard; extending the term from July 1, 2001 to December 31,
2001.
b)
Brian
Kangas Foulk relating tofor the upgrade of the
Route 101 interchange at Tully Road; extending the term from July 1, December 31, 20010 to June 30, 2003December 31, 2002.
c)
Parsons
Transportation Group, Inc. (formerly De Leuw, Cather & Co.) relating tofor the upgrade of the
Route 880 at Coleman Avenue and
Route 87 interchanges; extending the term
from July
1, 2001
to December 31, 2001.

On June 16, 1998 the
City Council approved three separate agreements with various consultants to prepare Project Study
Reports
(PSR) for
the improvement of freeway interchanges at Route 101/DeLa Cruz Boulevard, Route
101/Tully Road, and Route 880/ at /Coleman Avenue/Route 87. The purpose of athe PSR is to define the scope and cost of
improvements to the State Highway system. PSRs are generally funded by local agencies interested in State Highway
improvements in their jurisdiction.
Completion of a PSR is necessary for projects to be eligible for Local, State, and Federal grant funds forfor project implementation..
On June 20, 2000 City Council approved the first
continuation a continuation agreement s for each of the three these PSRs. . Since then, while the The consultants have made significant
progress on the interchange improvement studies; however,, completion of the PSRs requires coordination with and
approval by other agencies and Caltrans. The status of the various PSRs is summarized below.:
a) Route 101/De La Cruz: A draft PSR was prepared and reviewed by City and Caltrans staff last
fall. The completion of
the final
PSR for
the upgrade of the 101
interchange at De La Cruz Boulevard has been delayed pending final design of
the Route 87 connection to northbound Route 101.
This connection (designed by Caltrans) includes significant
geometric changes at the Route 101 and De La Cruz interchange, which must be included in
the PSR as existing conditions. Caltrans
has recently
completed
the design of the connector project and has provided a copy of the plans to the consultant. It is expected that the consultant can incorporate Caltrans’ design into the PSR by December
31, 2001 at no additional cost to the City.
b) Route 101/Tully: Since then, Brian Kangas Foulk had resumed work on the Route 101/Tully Road
project. Preliminary studies and plans for project alternatives were submitted for
Caltrans review. However, Caltrans responded
by requesting that the study area to be expanded to include the
Route 680/280/101 area. The sSupplemental work authorized by the Director of Public Works, and allowance ined by the original agreement, provides the necessary funding
for the additional effort needed to complete the expanded scope; additional time is also necessary to complete the expanded scope.Substantial effort and time are needed to complete
the se additional works.
a)c) Route
880/Coleman/Route87: The 880/Coleman portion of the PSR will be completed by the Santa Clara Valley Transportation Authority (VTA) as this is a condition of the
through a cooperative agreement between the City and VTA. . The City’s consultant is proposed to be retained for an additional six months to close out prior
studies, in
particular the
prior work concluding that future ramp connections between Route 880 and Route
87 are not feasible. This is needed to help facilitate
Caltrans approval of the 880/Coleman interchange plans.However, for
Caltrans to accept the 880/Coleman interchange, the City is required to provide final documentation concerning the feasibility of constructing
connector ramps between Route 880 and Route 87. The additional contract time will allow the
completion of such documentation.
Preparation of the City
initiated PSRs has been coordinated with Caltrans and the VTA. An update on f the Route
101/Tully Road PSR project was given at
the March 26, 2001 Neighborhood Advisory
Committee Meeting for the West Evergreen Strong Neighborhood Initiative Area.
Preparation of these
agreement
amendmentss has been coordinated with the Offices of the Risk Management and the City Attorney.
There are no additional
costs to the City associated with the recommended action. recommended action requires no additional cost to the City.
