RECOMMENDATION

 

Approval of an agreement with Fehr & Peers Associates, Inc. for transportation planning support services in an amount not to exceed $250,000.

 

BACKGROUND

 

The majority of the City’s traffic policies were developed in the 1970’s in an effort to link new development and roadway capacity.  Since that time the City has adopted many changes to its land use plan.  A comprehensive review of the City’s policies is underway to better align the City’s transportation and land use goals.  In general, changes to policy will involve amending the Transportation Diagram of the General Plan, adding text to the General Plan, modifying the traffic Level-of-Service policy, and modifying the Municipal Code with regard to street cross sections.  This policy update effort is being done in coordination with the “Best Practices” program currently being implemented by the Valley Transportation Authority (VTA).

 

In the fall of 2001, a revised transportation level-of-service policy is proposed to be considered by the Planning Commission and City Council.  Other General Plan transportation policies are proposed for consideration during the 2002 General Plan review process.

 

ANALYSIS

 

Staff proposes to retain an expert transportation planning consultant team to assist with updating the City’s transportation policies.  A consultant selection process has been completed and the firm of Fehr & Peer Associates is recommended.  Subconsultants on the team include: Hexagon Transportation Consultants,  Nelson\Nygaard Consulting Services, Apex Strategies, and David J. Powers and Associates.  Selection of the consultant team included participation from the Planning Department and VTA.

 

The consultant will provide services in the areas of traffic analysis, modeling, community outreach, multi-modal street design, and environmental analysis.  A contract in the amount of $250,000 has been prepared.  The term of the agreement extends to December 2002.

 

PUBLIC OUTREACH

 

The development of revised transportation policies will include outreach with the community as part of the General Plan review process. 

 

COORDINATION

 

This agreement has been coordinated with the office of the City Attorney and Risk Management.

 

COST IMPLICATIONS

 

The total cost of the recommended action is $250,000.  The funding for this agreement is included in the Traffic Capital Budget under the line item for the project titled “Level Of Service Policy Update.”
