REASON FOR SUPPLEMENTAL MEMO

 

Due to unresolved right-of-way issues, the Recommendation for this proposed project needs to be revised.

 

RECOMMENDATION

 

Adoption of a resolution authorizing the City Manager to award the contract for Improvement District No. 99-218 SJ (Hellyer-Piercy) Contract #1 to the lowest responsive bidder.  CEQA: Resolution No. 69699.

 

BACKGROUND

 

A memorandum dated June 4, 2001 was forwarded to the City Council for the June 26, 2001 Council meeting.  The purpose of this supplemental memorandum is to provide additional information.

 

ANALYSIS

 

This project will build the extension of Hellyer Avenue and associated infrastructure.  In an effort to meet the needs of the development community to be serviced by the Hellyer-Piercy Improvement District (infrastructure and roadway), a parallel process of property acquisition and design development was determined to be the most expedient delivery method. All property acquisition/right-of-way needed for this contract must be obtained prior to the award of the Hellyer-Piercy Improvement District Construction Project.   The Redevelopment Agency is responsible for the acquisition of property/right-of-way.  The Agency has informed Public Works staff that, currently, property acquisition is substantially complete with a few remaining rights-of-entry to be obtained from property owners.  These rights-of-entry are expected to be acquired in July.  Therefore, it is recommended that the City Manager be authorized to award the contract for Improvement District No. 99-218 SJ (Hellyer-Piercy) Contract #1 to the lowest responsive bidder to allow for construction to begin in July as anticipated.  

 

COORDINATION

 

This project has been coordinated with the Departments of Planning, Building and Code Enforcement, Transportation, and Finance and the Offices of the City Attorney, Risk Manager, and Equality Assurance, the Redevelopment Agency (the Agency), the Santa Clara Valley Water District and the California Department of Fish and Game.
