RECOMMENDATION
Adoption of a resolution authorizing the
City Manager to determine the lowest responsive bidder and to award a contract
for the site grading and utility work for the San José Animal Care Center
Project to the lowest responsive bidder, in an amount not to exceed $650,000,
with a ten percent contingency .
CEQA: Negative Declaration.
BACKGROUND
Since 1993, the City of San Jose has
contracted with the Humane Society of Santa Clara Valley for animal control and
shelter services. In December 1998, the
Humane Society notified the City that it would be discontinuing animal shelter
and field services due to the longer holding period requirements of the Hayden
Bill (AB1785). The Humane Society
believed that the combination of limited space and longer holding periods would
preclude meeting their goal of becoming a “no kill” facility.
Since
that time, the City has established a plan and program to assume the
responsibilities for animal shelter and care.
The City Council appropriated a total of $14 million to cover the cost
of site acquisition, design and construction.
A director for the program was hired, who developed a staffing and
transition plan for assuming the responsibilities for animal shelter and
care.
In
March 2000, Council awarded the architectural services contract to George Miers
and Associates for complete design of the new facility on a site purchased by
the City located on Monterey Road south of Umbarger Road. In order to help maintain the project
schedule and to allow adequate time for completion and code review of the
building construction documents, DPW will advertise the Site Grading and
Utility Package on June 7, 2001 separately from the construction bid
package. DPW has already requested that
bidders identify the additional cost for accelerating the construction from 50
calendar days to 35 via the use of overtime.
The
remainder of the construction work for the Animal Care Center project will be
ready for bid in July 2001.
ANALYSIS
The City Clerk will receive bids for this
project on June 28, 2001. In order to
maintain the schedule and prevent delays in completion of the entire project,
the site grading and underground utility work needs to be awarded and
construction begun soon after a verified low bidder is identified. Staff therefore requests that Council
authorize the City Manager to determine the lowest responsive bidder and to
award the contract for the project to the lowest responsive bidder in July
while Council is in recess. The
requested authority is for an amount of $650,000 to allow for variance in the
bids.
This proposed project was
listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public
Works construction projects are routinely provided to a standard list of
various contractor organizations, builder’s exchanges and disadvantaged
business organizations, including United Minority Business Enterprises and the
San José Minority Business Development Center.
This
proposed project has been coordinated with the Departments of Parks, Recreation
and Neighborhood Services and Planning, Building and Code Enforcement, and the
Offices of the City Manager, City Attorney, Risk Manager, and Equality
Assurance.
