REASON FOR SUPPLEMENTAL MEMO
This memorandum provides additional information following the bid opening on June 14, 2001.
Report on bids and award of contract for the West San Carlos Sidewalk Replacement (Revised) Project to the low bidder, Golden Bay Construction, Inc., to include the base bid and Add Alternate No. 1 in the amount of $446,280, and approval of a contingency in the amount of $50,000. CEQA: Exempt.
BACKGROUND
A memorandum dated May 29, 2001 was forwarded to the City Council for the June 19, 2001 Council meeting. The item was deferred to the June 26 Council meeting due to funding issues which have been resolved. The purpose of this supplemental memorandum is to provide additional information obtained after the bid opening.
In addition to the base bid, staff recommends awarding Add Alternate No. 1 which is the installation of two 2-inch conduits between Bascom and Bellerose for a future communications cable.

The low bid submitted by Golden Bay Construction, Inc. is 1 percent below the Engineer’s Estimate. Staff considers it to be a good price for the construction of this project.
A $50,000 contingency is requested for any unforeseen conditions which may arise during construction of this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This proposed project has been coordinated with the San José Redevelopment Agency, Department of Transportation, and the Offices of the City Attorney, Risk Manager and Equality Assurance.

* Amendment #1 to PSM 235 signed by the Redevelopment Agency
on June 20, 2001 includes additional funds in the amount of $500,000. Funds have been budgeted in the RDA budget,
page A-192 and will become available on or after July 2, 2001, prior to the
commencement of the actual construction of this contract. An additional $22,000 will be transferred by
RDA in 2001-2002 FY.
The City of San José Nondiscrimination Requirements are included in this project as required by Chapter 4.08 of San José Municipal Code.
