Subject:     HARDING ESE, INC. AGREEMENT FOR LANDFILL MONITORING SERVICES

 

 

RECOMMENDATION

 

Approval of an agreement with Harding ESE, Inc. to operate, maintain, monitor and provide regulatory reporting services for the groundwater treatment system at the closed Story Road landfill, for a term retroactive from April 1, 2001 through March 31, 2002, in an amount not to exceed $120,000.

 

BACKGROUND

 

For the past 14 years, the City has been required to perform investigation and clean-up activities at the Story Road Landfill for a complex soil and groundwater clean-up and investigation project.  The City is under orders from several different regulatory agencies, including the Regional Water Quality Control Board, the California Integrated Waste Management Board, and the Bay Area Air Quality Management District, to continue to perform investigation, monitoring, remediation, analysis, and computer modeling of the landfill site.

 

ANALYSIS

 

An agreement with Harding Lawson Associates for landfill monitoring services expired on March 31, 2001.  Under this agreement and under previous agreements with companies for which the principals of Harding Lawson were employed, specialized professional services have been provided.

 

Harding Lawson Associates recently changed its name to Harding ESE, Inc.  In order to retain the expertise to support the activities that are continuing at the Story Road site, it is recommended that the City enter into a new agreement with Harding ESE, Inc.

 

Under the proposed scope of services, Harding ESE, Inc. will operate and maintain the groundwater treatment system, take water level measurements, perform surface and groundwater sampling, chemical analysis, and provide reports to the Regional Water Quality Control Board and the Bay Area Air Quality Management District on behalf of the City.

Preparation of this memorandum was coordinated with the City Attorney’s Office and Risk Management.

 

COST IMPLICATIONS

 

The cost of this agreement is $120,000.
