SUBJECT: ADOPTION OF APPROPRIATION ORDINANCE AND
FUNDING SOURCES RESOLUTION AMENDMENTS IN THE SERVICES FOR REDEVELOPMENT CAPITAL
PROJECTS FUND (CITY-SIDE REDEVELOPMENT FUND) WITH A NET IMPACT TO THE FUND OF
$315,407 AND ADOPTION OF A RESOLUTION MAKING CERTAIN DETERMINATIONS REGARDING
THE EXPENDITURE OF AGENCY FUNDS ON CERTAIN PUBLIC IMPROVEMENTS.

It is
recommended that the City Council adopt the following Appropriation Ordinance
and Funding Sources Resolution amendments in the Services for Redevelopment
Capital Projects Fund (City-side Redevelopment Fund):
1.
Increase
the Fourth and San Fernando Garage Public Art project in the amount of
$132,407.
2.
Establish
an appropriation for the Prusch Park Construction project in the amount of
$35,000.
3.
Establish
an appropriation for the Story Road and Lido Way Sidewalk Replacement project
in the amount of $148,000.
4.
Increase
the estimate for Earned Revenue by $ 315,407.
It is
also recommended that the Council adopt a resolution making certain
determinations regarding the related expenditure of the Redevelopment Agency
funds on certain public improvements in connection with the Prusch Park
Construction and Story Road and Lido Way Sidewalk Replacement projects, as more
specifically described in the memorandum from the Senior Development Officer
from the Redevelopment Agency, dated June 29, 2001 and July 16,2001,
respectively, attached hereto.
BACKGROUND
The
Redevelopment Agency has requested City services in the implementation of
Agency projects. These proposed
amendments are necessary to account for City-side expenditures on Redevelopment
Agency projects.
ANALYSIS
The
Fourth and San Fernando Garage Public Art project provides for the fabrication,
construction and installation phase of the project.
The
Prusch Park Construction project provides park enhancements. This project will include perimeter fencing
and entry gates, signage, pedestrian pathways into the park, lighting
enhancements and landscape improvements.
This is the design phase of the project.
The
Story Road and Lido Way Sidewalk Replacement project is located within the
redevelopment project area at Story Road and Lido Way. In conjunction with a private retail
shopping development project, this project shall implement sidewalk
improvements within the public right-of-way.
Improvements include surveying, demolition, site preparation, sidewalk,
curb and gutter replacement, additional electroliers, and limited asphalt
street improvements.
The source of funding for these
services and improvements would be a transfer from the Redevelopment
Agency.

I hereby certify that there will be available for appropriation in the Services for Redevelopment Capital Projects Fund (City-side Redevelopment Capital Fund) in the Fiscal Year 2001-2002 moneys in excess of those heretofore appropriated therefrom, said excess being at least $315,407.
