DUTIES : Members of the Airport
Commission serve in an advisory capacity to the City Council and to
the Director of Aviation on issues relating to the Norman Y. Mineta
San Jose International Airport. The Commission investigates, studies
and reviews matters relating to the Airport and its development as
the City Council and the Director of Aviation may require, or as requested
by the general public. The Commission has declared a policy of promoting
and protecting air transportation to serve the public interest and
to integrate the Airport and its related activities into the orderly
growth of the community, and to meet the needs of the traveling public
without unduly affecting property and persons located near the Airport.
RELATIONSHIPS : The City Council is the final decision-making
body. The Commission acts as expert advisors to the City Council.
QUALIFICATIONS : Commissioners must live in San Jose
and have an interest or background in Airport issues.
MEETINGS : The
Commission meets on the second Monday of the month at 6:00
P.M. at 1732 N. 1st Street, Suite 600, Conference Room. On
average, Commissioners spend four hours per month preparing
for and attending the regular meetings. Additionally, Commissioners
attend occasional sub-committee meetings, an annual all-day
retreat and optional ceremonial events.
BENEFITS : There is no compensation for serving on
the Airport Commission. Commissioners can be reimbursed for some expenses
incurred on City business.
POLITICAL REFORM ACT OF 1974 AS AMENDED : The
Conflict of Interests Section of the Political Reform Act applies to
members of the Airport Commission. Airport Commissioners are required
to file a Statement of Economic Interests, Form 700, to disclose investments,
income including gifts and loans, and business positions, but these
are limited to persons, business entities or sources which are involved
with Airport tenants or concessionaires, aviation-related businesses,
aviation petroleum and/or petroleum products businesses, airport consultants,
engineering or construction firms, and/or suppliers of products or
services to the Airport. Real property interests must also be disclosed
but are limited to properties located within the Airport Land Use Commission
referral boundaries.
APPOINTMENT PROCESS : All applications received are
submitted to the Project Diversity Screening Committee for review according
to the needs of the Commission as specified in a Needs Assessment Memo.
Applications will be forwarded to the City Attorney for a Conflict
of Interest review and thereafter, the applicants will be asked to
appear before the Screening Committee Members for an interview. Following
interviews, the Screening Committee will develop a list of applicants
which will be submitted to the Council Member Liaison to the Commission.
The Liaison will forward the list to the Rules Committee of Council
either with or without a supplemental recommendation. The City Council
makes the final appointment to the Commission based on Rules Committee
recommendations.
ATTENDANCE : Commissioners are expected to attend
all Commission meetings. San Jose Municipal Code Section 2.08.060 specifies
that a Commissioner who has unexcused absences from any three consecutive
regular meetings, or 20% of the meetings in a calendar year, is deemed
to have resigned from the Commission.
