DUTIES: The Downtown Parking Board serves as a public
forum for the discussion of Downtown parking issues. The Board's Mission
Statement is to "Create and maintain a downtown public parking system
that provides available and accessible parking." The Board reviews, evaluates,
and makes recommendations to the City Council regarding the City's Downtown
Parking Programs, the health and financial stability of the Parking Fund,
and the use of parking operations revenues. The Board also reviews and
makes recommendations on Downtown parking needs, the expansion, addition
or improvement of Downtown parking facilities, and improvements to parking
operations Downtown.
RELATIONSHIPS: The City Council is
the final decision making body of the City, and the Board acts on all
matters referred to it by the Council.
QUALIFICATIONS: The Board Members
must live in San Jose. The Board consists of representatives from the
Downtown Business Association, an owner or representative of an owner
of a private off-street parking facility located downtown, a representative
from San Jose State University, a downtown resident, a member of an organization
representing downtown arts and/or special events, and two at large individuals
with expertise in business and/or finance. Members review annual capital
and operating budgets, award of consultant and vendor contracts, review
marketing of Downtown Parking Programs, make recommendations on parking
rates, supply and demand, and make recommendations on improvements of
parking facilities and operations.
MEETINGS: The Board meets on the
first Wednesday of every month at 8:00 A.M. at 200 E. Santa Clara St.,
14th Floor, San Jose, CA 95113. In addition to the monthly Board meetings,
there are two standing committees of the Board, which meet on a quarterly
calendar. The Operations Committee oversees all operations of the City's
parking facilities and the Capital/Finance Committee oversees all capital
projects and the Parking Fund's financial status. On an average, Board
Members spend approximately 5 hours per month preparing for and attending
meetings.
POLITICAL REFORM ACT OF 1974 AS AMENDED:
The Conflict of Interests Section of the Political Reform Act applies
to the Board; however, Board Members are not required to file a Statement
of Economic Interest.
APPOINTMENT PROCESS: Members are
appointed to the Board upon the Mayor's recommendation to the City Council
and the City Council's approval of such recommendation.
ATTENDANCE: Board Members are expected
to attend all Downtown Parking Board meetings. San Jose Municipal Code
Section 2.08.060 specifies that a member, who has unexcused absences from
any three consecutive regular meetings, or 20% of the meetings in a calendar
year, is deemed to have resigned from the Board. For further information
